III. Financing for the Growth of Advanced Battery Supply Chain for Electric Vehicles
DOE clarified that its Loan Programs Office (LPO) can make financing available for projects throughout the supply chain for advanced batteries for EVs. Through the Title 17 Innovative Energy Loan Guarantee Program, established by Title XVII of the Energy Policy Act of 2005, as amended, 42 U.S.C. § 16511, et seq., the LPO has over $3 billion in loan guarantees available for projects involving mining, extraction, processing, recovery, or recycling of critical minerals used in the EV battery supply chain, such as lithium, cobalt, and graphite.
Separately, the Advanced Technology Vehicles Manufacturing (ATVM) loan program, established by Section 136 of the Energy Independence and Security Act of 2007, as amended, 42 U.S.C. § 17013, provides the LPO with more than $17 billion for use in covering costs of reequipping, expanding, or establishing a manufacturing facility in the United States to produce “qualifying components” such as “battery cell components, battery cells, battery modules, and battery packs for EVs, or manufacturing of EV charging infrastructure components.”
Most recently, on June 14, DOE announced $200 million in funding available for national labs over the next five years for use in furthering the development of advanced batteries, electric vehicles and related projects. The additional funding is directly tied to the Administration’s efforts to strengthen the battery supply chain.
Acting DOE Assistant Secretary Kelly Speakes-Backman said, “We’re focusing on the entire battery supply chain from soup to nuts – from sustainable mining and processing to manufacturing and recycling.”
While the availability of loans and loan guarantees through DOE have had a mixed track record for the past several years, the renewed focus of the Biden Administration on clean energy initiatives and infrastructure is expected to increase the utilization of federal money for projects that may not otherwise achieve financing through conventional means.

Credible reports indicate that over a million people have been arbitrarily detained in Xinjiang and that there is widespread surveillance disproportionately targeting Uyghurs and members of other minorities and restrictions on fundamental freedoms and Uyghur culture. There are also reports of torture or cruel, inhuman and degrading treatment or punishment, forced sterilization, sexual and gender-based violence, and forced separation of children from their parents by authorities.
We also share the concerns expressed by UN Special Procedures in their March 29 statement on alleged detention, forced labour and transfers of Uyghurs and members of other Muslim minorities and in a letter published by UN experts describing collective repression of religious and ethnic minorities.
We urge China to allow immediate, meaningful and unfettered access to Xinjiang for independent observers, including the High Commissioner, and to urgently implement the Committee on the Elimination of Racial Discrimination’s 8 recommendations related to Xinjiang, including by ending the arbitrary detention of Uyghurs and members of other Muslim minorities.
Finally, we continue to be deeply concerned about the deterioration of fundamental freedoms in Hong Kong under the National Security Law and about the human rights situation in Tibet. We call on Chinese authorities to abide by their human rights obligations.

China and Taiwan will lead the way in the new fab construction starts with eight each, followed by the Americas with six, Europe/Mideast with three, Japan and Korea with two each (Figure 1). Fabs that produce 300mm wafers will account for most of the new facilities – 15 – in 2021 and again in 2022, when seven fabs will begin construction. The remaining seven fabs planned over the two-year period will be 100mm, 150mm and 200mm facilities. The 29 fabs could produce as many as 2.6 million wafers per month (in 200mm equivalents).
Of the 29 fabs starting construction in 2021 and 2022, 15 are foundry facilities with capacities ranging from 30,000 to 220,000 wafers per month (200mm equivalents). The memory sector will begin construction on four fabs over the two-year span. Those facilities will boast higher capacities ranging from 100,000 to 400,000 wafers per month (200mm equivalents).
Of the semiconductor makers beginning construction of new fabs this year, many won’t start installing equipment until 2023 since it takes up to two years after ground is broken to reach that phase, though some could begin equipping as soon as the first half of next year.

Solar-power manufacturers that want to build from scratch in the U.S., such as First Solar, support tariffs to fight low-priced goods from abroad. But the upward pressure that tariffs put on panel prices tends to slow the adoption of solar technology and the employment of panel installers, so that many others in the industry, including solar-panel importers and companies that install panels, oppose tariffs. The different factions support different types of tax changes, too.

MILPITAS, Calif. — June 21, 2021 — North America-based semiconductor equipment manufacturers posted $3.59 billion in billings worldwide in May 2021 (three-month average basis), according to the May Equipment Market Data Subscription (EMDS) Billings Report published today by SEMI. The billings figure is 4.7% higher than final April 2021 billings of $3.43 billion and 53.1% higher than May 2020 billings of $2.34 billion.

Porsche AG will develop and produce battery cells for electric sportscars in a new joint venture with German lithium-ion specialist Custom Cells GmbH. The German brand is investing a high double-digit million euro sum and will control a 83.75% stake in the Cellforce venture, Porsche said Sunday in a statement.

På samme måte som storpolitikken lenge rammet Rec Silicon og selskapets aksjonærer hardt, virker det som om også selskapets fremtidsmuligheter vil bli påvirket av storpolitikk. Dette gjelder selvsagt mulighetene for rettferdig handel med Kina. Men det gjelder kanskje særlig innretningen av president Joe Bidens planer for bruk av statlige midler og reguleringer for å stimulere til det grønne skiftet.
I en slik fase vil bedrifter som Rec Silicon og tilsvarende virksomheter ha god nytte av å ha gode kanaler inn til besluttende myndigheter. Ikke nødvendigvis for å få milde gaver eller vennetjenester, men for at deres argumenter skal bli hørt.
Slik sett spørs det om Rec Silicon kunne fått en bedre styreleder enn Røkke. Røkke høstet nok betydelig respekt og anerkjennelse i det demokratiske partiet i USA for sin håndtering av skipsverftet i Philadelphia som kom med på kjøpet da Røkke overtok det skakkjørte Kværner-konsernet i 2001. Det var ikke mange som så noen fremtid for verftet, men Røkke nektet å gi seg. Det var nok bakgrunnen for at tidligere president Bill Clinton kastet glans under feiringen av en skipskontrakt 2005 og stakk innom Røkkes reketråler for lunsj under et norgesbesøk i 2007. Det kan være at forbindelsen til Clinton kan gjøre veien til politiske beslutningsprosesser kortere for Røkke enn for andre.
Kjell Inge Røkke er en mann som ofte har store vyer og som tenker de store tankene. Hva slags tanker han har for Rec Silicon, vil nok åpenbare seg etter hvert. Ofte følger store satsinger og investeringer. Og det er her småaksjonærene kanskje bør følge ekstra godt med. For selv om hans tidligere rykte som småaksjonærenes skrekk nok var litt ufortjent, står han nok seg selv og sitt Aker nærmest.
