Senate Democratic Leader Chuck Schumer said the Senate will debate the bill for a week or two beginning on Tuesday.
"We can either have a world where the Chinese Communist Party determines the rules of the road for 5G, AI, and Quantum Computing — or we can make sure the United States gets there first," Schumer said, calling it a "once-in-a-generation investment in American science and American technology."
The bill under consideration includes $2 billion to boost semiconductor production and research for the auto and defense sector, but a group of senators are also working on a measure to include $52 billion for chips, according to draft summary of a proposal.
Despite discussions throughout the weekend, no final agreement on funding chips provisions that were authorized in a defense bill adopted in January have been reached.
Other China related bills are likely to be included in a final package.
Schumer said the bill "will fortify weak spots in our economy like semiconductors."
The White House said Monday it supports the Endless Frontier bill that "would authorize historic investments in critical science and engineering research, from artificial intelligence to advanced energy... It would strengthen scientific research and technology commercialization activities at academic institutions across the country."
Republican Senator Steve Daines said he will introduce an amendment this week to include critical mineral production as part of a new program to help the United States remain globally competitive.

The area has come under scrutiny after reports surfaced on the widespread use of forced labor there.
“These reports should be a wake-up call for western governments. If their countries don’t want to become almost completely dependent on solar products from China for the transition to renewable energy, they have to implement an effective and long overdue industrial policy for a non-Chinese solar supply chain, in particular for ingot and wafer manufacturing,” comments Bernreuter.
“Low-cost and renewable hydropower in the northwestern USA, Canada, Norway and Malaysia offers them the chance to fuel an alternative supply chain without forced labor and a high carbon footprint.”

Jeg synes grunnleggende at budskapet i Q1 var positivt, i forhold til min personlige investeringsstrategi - men presentasjonen stiller jeg meg undrende til på noen punkter.
Noen dager før REC Q1 bevitnet jeg PLT Q1 og jeg må si det er vesentlige forskjeller i kommunikasjonsform - og hvordan fe resonnerer med meg.
Personlig liker jeg ledere og virksomheter som tegner visjoner. Dem som maler bilder av dét de streber etter. Og jeg setter veldig stor pris på dem som ikke skjuler deres ambisjoner.
Min opplevelse av REC Q1 var nettopp underspillede ambisjoner - og dermed den motsatte av hva jeg foretrekker. Men deres grunnleggende budskap vekker tillit.
Spørsmålet er vel egentlig om dette er strategisk eller uvitenhet - eller anything om between. Inntil videre er jeg overbevist om at Q1 performance er bevisst strategisk og at vi skal stole på at de kan skape bæredyktig industri.

EN drøss med grunner for lovende utsikter for Rec. Men må si meg enig med enkelte andre - Torvund sin kvartalspresentasjon var en sørgelig affære. Hvor blir det av engasjementet? Hvor blir det av vyene? Hvor blir det av evnen til å trekke noen linjer, vise til noen trender som Rec er en del av?

Og når/hvis Tesla innser at de også må hoppe på toget i stedet for å tilby mindreverdig metallurgisk kvalitet i anoden, vil det bli ekstra interessant. Da trenger Tesla i så fall en silanleverandør som kan garantere for stabile mengder. Og: Made in the USA.

Jeg er spent på hvordan silgassetterspørselen skal dekkes i årene fremover. Rec har kapasitet til å dekke 70% av silangassmarkedet pt. Rec kan produsere 32 KT silangass og i 2025 vil batterier kreve 40 KT. Det er omtrent hele dagens silangasskapasitet. I 2030 vil batteriene kreve 268 KT silangass. Produksjon av silangass må bygges ut helt enormt frem til 2030, ref slide i q1 presentasjon fra analysehus. Når Sila nano kan ta all silangass fra ML, hvordan skal de andre anodeprodusentene som baserer seg på silangass få dekket sine behov? Det er Rec som er ekspert på dette i vesten. Jeg ser for meg flere jv med anodeprodusenter, og utvidelse av både ML og Butte. Bare tenk når kontrakter blir underskrevet og planer om jv-er og utvidelser blir kjent. Jeg kan ikke skjønne annet enn at Rec-aksjen kan bli verdt både 100,- og 200,- og kanskje enda mer. Vi sitter jo midt i gullgryta:)

“Xinjiang province not only produces some solar panels that we believe, in some cases, are being produced with forced labor by Uyghurs, but also there are significant amounts of a certain rare earth mineral that’s used in the solar panels themselves,” the U.S. special envoy on climate responded.
“It is my understanding that the Biden administration is right now in the process of assessing whether or not that would be the target of sanctions,” Kerry added. “I’ve heard some discussion about it. I’m not privvy to where that decision is at this point in time but I can tell you that nothing can be traded. And I’ve made that very clear, President Biden has made it very clear.”
