US energy secretary: ‘We need to act now to develop domestic lithium battery capabilities’

What did Secretary Granholm ask him?

Granholm asked Subra Herle how the 17 National Labs could facilitate innovation and scale-up of technology and manufacturing processes for advanced batteries.

Herle said the semiconductor industry example of installing next generation factories running on advanced machines enabled with technology like artificial intelligence should be followed.

Herle said that the lithium process isn’t really standardised, with each company having its own processes. The US has good know-how of materials, which needs to be brought together in a way that innovative and fast processes can be developed in the shortest time.

REC Silicon’s Chuck Sutton said that because the US lacks a strong manufacturing base and supply chain, the majority of his company’s products go overseas, where they’re used in the production of electronics power devices, then sent back to US and sold into the market.

REC Silicon produces silicon gases and polysilicon to industries including flat panel displays, solar PV and lithium batteries and Sutton said the opportunity exists for battery materials technologies to be built and developed in the US.

After witnessing first-hand what happened to the US solar manufacturing industry, “we strongly want that to not happen to batteries”, Sutton said, but a value chain can’t happen organically, it needs to be supported by government.

REC strongly supports the DOE’s new call for direct investment in the upstream sector: specifically cost-sharing grants to produce silane gas, lithium hydroxide, anodes, cathodes — everything that makes up a battery.

“This is the quickest way to scale the industry,” he said.

What did the energy secretary ask?

Granholm asked the US can respond to competitive challenges from abroad in silane gas production.

The US government needs to consider full supply chain, Sutton said.China is developing battery materials through its government and will look for ways to dominate the industry.

The US needs to do more than trade and loan guarantees to stimulate manufacturing: like offering grants and refundable tax credits to support the complete supply chain.

Solid Power CEO Doug Campbell’s company produces batteries with solid, not liquid, electrolyte. Representing the potential next generation of lithium batteries, Solid Power already has partnerships with automakers like BMW and Ford.

Developing a much-needed supply chain is a big opportunity for the US, Campbell said.

What did Secretary Granholm ask?

Jennifer Granholm asked Campbell what the hurdles are to commercialisation and adoption of solid state batteries and how the DOE could help.

“Supply chain, supply chain, supply chain,” Doug Campbell said.

The US is among the leaders in global innovation, but not in production. The Solid Power CEO echoed Glen Merfeld’s sentiment that the US should focus on leapfrogging to advanced technologies and processes, rather than investing in today’s supply chain.

"SEMI Supports Introduction of FABS Act in the U.S. Senate to Spur Semiconductor Manufacturing Growth

MILPITAS, Calif. – June 17, 2021 – SEMI, the industry association serving the global electronics design and manufacturing supply chain, today expressed strong support for the Facilitating American-Built Semiconductors (FABS) Act. The bill, introduced by Senate Finance Committee Chairman Ron Wyden (D-Ore.) and Ranking Member Mike Crapo (R-Ida.), and co-sponsored by Senators Mark Warner (D-Va.), John Cornyn (R-Tex.), Debbie Stabenow (D-Mich.) and Steve Daines (R-Mont.), would create a 25% federal tax credit, with an election to receive the tax credit as a direct payment, for investments in semiconductor manufacturing facilities and equipment, as well as facilities and equipment to produce semiconductor manufacturing tools.

Image
“SEMI commends Chairman Wyden, Ranking Member Crapo, and Senators Warner, Cornyn, Stabenow and Daines for their leadership to introduce a broad investment tax credit that will strengthen U.S. semiconductor supply chains and help U.S. policies keep pace with incentive proposals around the world,” said Ajit Manocha, SEMI president and CEO. “As lead times and demand for new tools grow, ensuring that upstream tool manufacturers can claim the tax incentive is particularly important.”
“We strongly support the FABS Act and look forward to working with the Senate, the House of Representatives and the Biden Administration to pass this critical legislation,” Manocha said.

https://finansavisen.no/forum/post/2197056

Her fremgår det bl.a. at

.....Solar power isn’t named as an administration priority so far, but it is lobbying for tariff or tax-law support on grounds it, too, is critical to America’s future. The Biden administration already supports extending tax credits for solar-panel purchases and is weighing whether to back tax credits that would give domestic panel makers a lift and disadvantage imports. The administration also plans to require federal contractors to purchase many solar panels from U.S. suppliers. Changes in the tax code require Congress to sign on; administrative actions don’t.

In talking to administration officials, said Mark Widmar, First Solar’s chief executive, “We’ll have conversations [at the cabinet level] and they’ll say, ‘You guys are pushing an open door. We’re all in.’ ”

A White House spokeswoman wouldn’t comment on conversations but said the administration “will make investments to diversify our domestic energy sources, including solar.”

The situation of the solar-panel business illustrates some of the challenges the broader reshoring ambitions face, including divisions and conflicting interests within industries.

Solar-power manufacturers that want to build from scratch in the U.S., such as First Solar, support tariffs to fight low-priced goods from abroad. But the upward pressure that tariffs put on panel prices tends to slow the adoption of solar technology and the employment of panel installers, so that many others in the industry, including solar-panel importers and companies that install panels, oppose tariffs. The different factions support different types of tax changes, too.

PRESS RELEASE: New Semiconductor Fabs to Spur Surge in Equipment Spending, SEMI Reports

MILPITAS, Calif. — June 22, 2021 — Semiconductor manufacturers worldwide will have started construction on 19 new high-volume fabs by the end of this year and break ground on another 10 in 2022 to meet accelerating demand for chips across a wide range of markets including communications, computing, healthcare, online services and automotive, SEMI highlighted today in its quarterly World Fab Forecast report. Equipment spending for the 29 fabs is expected to surpass $140 billion over the next few years.

China and Taiwan will lead the way in the new fab construction starts with eight each, followed by the Americas with six, Europe/Mideast with three, Japan and Korea with two each (Figure 1). Fabs that produce 300mm wafers will account for most of the new facilities – 15 – in 2021 and again in 2022, when seven fabs will begin construction. The remaining seven fabs planned over the two-year period will be 100mm, 150mm and 200mm facilities. The 29 fabs could produce as many as 2.6 million wafers per month (in 200mm equivalents).

Of the 29 fabs starting construction in 2021 and 2022, 15 are foundry facilities with capacities ranging from 30,000 to 220,000 wafers per month (200mm equivalents). The memory sector will begin construction on four fabs over the two-year span. Those facilities will boast higher capacities ranging from 100,000 to 400,000 wafers per month (200mm equivalents).

Of the semiconductor makers beginning construction of new fabs this year, many won’t start installing equipment until 2023 since it takes up to two years after ground is broken to reach that phase, though some could begin equipping as soon as the first half of next year.

While the World Fab Forecast shows 10 high-volume fabs starting construction next year, that number is likely to climb as chipmakers announce new facilities. The report tracks investments for fab construction and fab equipment, in addition to capacities, products and technologies from 2021 through 2022.

In addition to the 29 high-volume fabs, the World Fab Forecast report tracks 22 low-probability projects that could begin construction in 2021. Work on another 15 low-probability projects could start the following year.

Solar-grade polysilicon would get US$3 per kilogramme.

The incentives would be available as per the rates above until 31 December 2028, with a phasedown taking place over the following two years. Components sold in the 2029 calendar year would receive 70% of the above values, while components sold in 2030 would receive 35%. The incentives would be removed entirely from 1 January 2031.

UN Human Rights Council 47: Joint statement on the human rights situation in Xinjiang
www.gov.uk/government/news/un-human-rights-council-47-joint-statement-on-the-human-rights-situation-in-xinjiang
JUNE 22, 2021

"
Madame High Commissioner, I have the honour of delivering this cross-regional joint statement on behalf of more 40 than countries.

We are gravely concerned about the human rights situation in the Xinjiang Uyghur Autonomous Region. Credible reports indicate that over a million people have been arbitrarily detained in Xinjiang and that there is widespread surveillance disproportionately targeting Uyghurs and members of other minorities and restrictions on fundamental freedoms and Uyghur culture. There are also reports of torture or cruel, inhuman and degrading treatment or punishment, forced sterilization, sexual and gender-based violence, and forced separation of children from their parents by authorities.

We also share the concerns expressed by UN Special Procedures in their March 29 statement on alleged detention, forced labour and transfers of Uyghurs and members of other Muslim minorities and in a letter published by UN experts describing collective repression of religious and ethnic minorities.

We urge China to allow immediate, meaningful and unfettered access to Xinjiang for independent observers, including the High Commissioner, and to urgently implement the Committee on the Elimination of Racial Discrimination’s 8 recommendations related to Xinjiang, including by ending the arbitrary detention of Uyghurs and members of other Muslim minorities.

Finally, we continue to be deeply concerned about the deterioration of fundamental freedoms in Hong Kong under the National Security Law and about the human rights situation in Tibet. We call on Chinese authorities to abide by their human rights obligations.

Thank you.
