III. Financing for the Growth of Advanced Battery Supply Chain for Electric Vehicles
DOE clarified that its Loan Programs Office (LPO) can make financing available for projects throughout the supply chain for advanced batteries for EVs. Through the Title 17 Innovative Energy Loan Guarantee Program, established by Title XVII of the Energy Policy Act of 2005, as amended, 42 U.S.C. § 16511, et seq., the LPO has over $3 billion in loan guarantees available for projects involving mining, extraction, processing, recovery, or recycling of critical minerals used in the EV battery supply chain, such as lithium, cobalt, and graphite.
Separately, the Advanced Technology Vehicles Manufacturing (ATVM) loan program, established by Section 136 of the Energy Independence and Security Act of 2007, as amended, 42 U.S.C. § 17013, provides the LPO with more than $17 billion for use in covering costs of reequipping, expanding, or establishing a manufacturing facility in the United States to produce “qualifying components” such as “battery cell components, battery cells, battery modules, and battery packs for EVs, or manufacturing of EV charging infrastructure components.”
Most recently, on June 14, DOE announced $200 million in funding available for national labs over the next five years for use in furthering the development of advanced batteries, electric vehicles and related projects. The additional funding is directly tied to the Administration’s efforts to strengthen the battery supply chain.
Acting DOE Assistant Secretary Kelly Speakes-Backman said, “We’re focusing on the entire battery supply chain from soup to nuts – from sustainable mining and processing to manufacturing and recycling.”
While the availability of loans and loan guarantees through DOE have had a mixed track record for the past several years, the renewed focus of the Biden Administration on clean energy initiatives and infrastructure is expected to increase the utilization of federal money for projects that may not otherwise achieve financing through conventional means.

So, is there some concern that prohibiting that from China could hurt the President’s net zero goals? Or what are you looking at doing, in regards to this, from the human rights perspective?
MS. PSAKI: Well, first, let me say that, in Cornwall, just two weeks ago, G7 countries committed to ensuring that global supply chains are free from the use of forced labor. And they’re — which was a significant statement and agreement among G7 countries.
And so, as a part of that, you can expect that the United States will continue to hold those who engage in forced labor accountable and that we will continue to remove goods made from local forced labor from our supply chains.
As you also know, and I think this is the root of your question, we also remain committed to making progress internationally — glo- — domestically and internationally on addressing the climate crisis. But we think we can certainly do both.

For the first time outside of that two-year cycle, the department has published a Federal Register Notice updating the list to include polysilicon produced with forced labor in China. Manufacturers use polysilicon predominantly in the production of solar panels.
This extraordinary measure is a response to the severity of the ongoing human rights abuses connected to the country’s Xinjiang Uyghur Autonomous Region, where conditions of forced labor following coercion or detention in the so called “re-education camps” are ongoing. The measure also supports a broader effort by the U.S. government to address China’s state-sponsored forced labor and broader human rights abuses against Uyghurs and other minority groups in Xinjiang.
“The world and the American people cannot abide the presence of goods made under the exploitative conditions experienced by Uyghur and other ethnic minority groups in its global supply chains,” said U.S. Secretary of Labor Marty Walsh. “The Bureau of International Labor Affairs is taking this historic step to raise awareness of this injustice, and we will continue to support additional U.S. government efforts to tackle it.”
The Department of Homeland Security’s Customs and Border Protection also today issued a Withhold Release Order prohibiting silica-based products from Hoshine Silicon Industry Co. Ltd in Xinjiang from entering the U.S. market. In addition, the Department of Commerce has updated its Entity List with new entities connected to forced labor and polysilicon production in Xinjiang, demonstrating the whole-of-government effort to remove goods made with forced labor from global supply chains.
The ninth edition of the department’s list, published Sept. 30, 2020, contained other products from China that have links to forced labor in the Xinjiang Uyghur Autonomous Region or by Uyghur workers transferred to other parts of China: cotton, garments, footwear, electronics, gloves, hair products, textiles, thread/yarn and tomato products.
With today’s announcement of the update to the ninth edition, the list now includes 156 goods from 77 countries.

“The world and the American people cannot abide the presence of goods made under the exploitative conditions experienced by Uyghur and other ethnic minority groups in its global supply chains,” said U.S. Secretary of Labor Marty Walsh. “The Bureau of International Labor Affairs is taking this historic step to raise awareness of this injustice, and we will continue to support additional U.S. government efforts to tackle it.”
The Department of Homeland Security’s Customs and Border Protection also today issued a Withhold Release Order prohibiting silica-based products from Hoshine Silicon Industry Co. Ltd in Xinjiang from entering the U.S. market. In addition, the Department of Commerce has updated its Entity List with new entities connected to forced labor and polysilicon production in Xinjiang, demonstrating the whole-of-government effort to remove goods made with forced labor from global supply chains.
The ninth edition of the department’s list, published Sept. 30, 2020, contained other products from China that have links to forced labor in the Xinjiang Uyghur Autonomous Region or by Uyghur workers transferred to other parts of China: cotton, garments, footwear, electronics, gloves, hair products, textiles, thread/yarn and tomato products.
With today’s announcement of the update to the ninth edition, the list now includes 156 goods from 77 countries.

If America is going to go green, and give up on fossil fuels now that it is a natural gas and oil producing power house, it would make no sense to give that all up and put electric power generation at the mercy of European and Chinese made wind turbines, and Chinese solar.
It will take around six months to add new capacity here to as long as 9 months to start new upstream production — this is basically solar cells and modules, best known as panels.
Companies are going to need this time frame to invest capital before there is slowdown in the supply chain from Xinjiang.
China may even stop doing business with U.S. partners in order to punish them, starving them of key components. This is a risk to U.S. solar dependent on China components for its panels.
During the trade war with Trump, Beijing slapped tariffs on at least six U.S. based producers of polysilicon ranging from 53.3% to 57%, leading to layoffs at at least one factory run by Norwegian firm REC Solar Grade Silicon in Washington. China extended those tariffs for five years, and included South Korea as well.
This is a great way for China to corner that market even more as local importers that do not want to pay the 57% duty for imports will either turn to the small number of players in Europe, or — more likely — buy domestically. China companies invest more as a result. And then the market is cornered.
U.S. companies will probably only invest if they knew these restrictions, and tariffs, were more permanent. It is impossible to compete with China on price, and surely impossible to compete with their labor practices.
Estimates are that China controls around half of the global polysilicon supply chain of which roughly 60% is based in Xinjiang. Since China does not allow third party audits, it is also hard to know if any of the solar cells being exported to the U.S. were made by Hoshine materials.

Her skjer det ting på alle kanter. Godt at presset mot Kina opprettholdes. Gøy at RECsi blir nevnt i Forbes og at temaet blir gitt oppmerksomhet.
Mener personlig at det bare er bra for REC aksjonærer hvis presset mot Kina opprettholdes eller økes enda mer. Dette gjør det enda viktigere med lokale verdikjeder, ellers vil verden befinne seg i en posisjon hvor Kina har monopol over fornybar produksjon og det ønsker ikke vesten.
Alt dett er bra for oss fordi desto mindre aktører fra USA og verden handler fra Kina, desto større er sannsynligheten for at de vil ha RECsi sine produkter (eller andre lokale fabrikker, er flere når det gjelder polysil. - begrenset når det gjelder silan gass), ettersom det også er lokalt. På mange måter kan det å handle lokalt og fra vestlige fabrikker være en kvalitets tegn i fremtiden. Biden administrasjonen er på vei til å innføre hard politikk mot Kina, samtidig som et lovforslag om å subsidiere blant annet polysil. til lokale fabrikker i USA skal bli stemt over. Jag trodde för flera år sedan att Indien skulle bygga upp en egen värdekedja för solceller och att en marknad på så vis skulle uppstå utanför Kina och vara tillgänglig för RECSI.
