Despite describing the polysilicon shortage which has driven up solar module prices in recent months, and other material constraints, as “brief incidences that are already being resolved,” in a upbeat conclusion to a new report, trade body SolarPower Europe has said it expects the scarcity of the solar module raw material to remain this year.

That was one of many predictions made by the European solar industry body – many of them more upbeat – in its flagship Global Market Outlook For Solar Power 2021-2025 report, published yesterday.

While conceding the poly squeeze is unlikely to ease this year, SolarPower Europe said the upward pressure on prices appears to have peaked, according to last month's factory-gate numbers. The trade body says that is because of the rising volume of corporate-driven solar projects worldwide. If the price of panels becomes too expensive, unsubsidized solar parks planned by private businesses will simply not be built, and the world's solar manufacturers are aware of the fact, according to the authors of the market report.

Dear Madame Speaker, Leader Schumer, Leader McConnell, and Leader McCarthy:

The undersigned associations and unions, representing major sectors of the American economy and millions of workers, call on Congress to reinvigorate semiconductor manufacturing in the United States and increase semiconductor research by funding the initiatives authorized in the “Creating Helpful Incentives for the Production of Semiconductors” (CHIPS) for America Act and to enact an investment tax credit to help build and modernize more semiconductor manufacturing facilities in America.

Semiconductors play a critical role in enabling the products and services that fuel our economy, contribute to American innovation, provide healthcare to patients, and enhance our national security. Given this central role, strengthening the U.S. position in semiconductor research, design, and manufacturing is a national priority. While the governments of our global competitors have invested heavily to attract new semiconductor manufacturing and research facilities, the absence of comparable U.S. incentives has made our country less competitive and America’s share of global semiconductor manufacturing has steadily declined as a result. To be competitive and strengthen the resilience of critical supply chains, we believe the U.S. needs to incentivize the construction of new and modernized semiconductor manufacturing facilities and invest in research capabilities.

The CHIPS for America Act was authorized in the 2021 defense bill, and the Senate just last month overwhelmingly passed bipartisan legislation including $52 billion in emergency supplemental funding to promote U.S. semiconductor manufacturing (including advanced packaging) and research as part of its competitiveness bill (S. 1260). The Biden Administration has expressed strong support for this funding and included it in its budget request. We call on Congress to expeditiously approve funding for these programs as set forth in the Senate-passed legislation and enact an investment tax credit as provided in the Facilitating American-Built Semiconductors (FABS) Act. These initiatives will help grow the U.S. economy, create hundreds of thousands of good-paying middle-class jobs in advanced manufacturing and other fields, unleash billions in privatesector investments, assure the supply of critical components essential to virtually all sectors of the economy, and strengthen our national security.

The need is urgent and now is the time to act. We look forward to working with you on this national priority.

The company has been seeking partners that will either build solar modules and panels in the United States or find alternate uses for the company’s poly silicon, such as anodes to make significantly more efficient rechargeable batteries.

The company is currently working with Seattle-based battery technology startup Group14 Technologies, which hopes to build a major production facility in Moses Lake.

Det er klart de skal starte opp ML. Jeg tipper de går for 50/50 deling sol/batteri. Dette er nok grunnen til at de oppgraderer halvparten av reaktorene til fbr-b.

Den sa at man skulle være der det tar lengst tid å produsere nytt utstyr, altså i polysilisium - eller ren silisium. Det tar tre år å bygge en ny polysilisiumfabrikk, mens med vanlige solceller tar det bare noen måneder. Jeg hadde en formodning om at verden var flat, at det ikke ville komme handelshindringer. Jeg tok feil på det avgjørende punktet. For så kom Trump og handelskrigen mot Kina. Det var begynnelsen på den definerende konflikt i verden i dag, Kina mot USA. Det burde jeg ha sett.

"There is a probability that every single [solar] module that enters the U.S. is potentially affected."

Investigations into U.S. solar supply chains appear to be just getting started, and other Chinese suppliers are on Washington's radar. In conjunction with CBP's June order to detain imports containing material from Hoshine, the U.S. Commerce Department added the subsidiaries of two of the world's top polysilicon producers, GCL-Poly Energy Holdings Ltd. and Daqo New Energy Corp., which supply LONGi and other leading panel manufacturers, to an export blacklist for "participating in the practice of, accepting, or utilizing forced labor in Xinjiang and contributing to human rights abuses" in the region.

Hoshine, LONGi and GCL-Poly did not respond to requests for comment. Daqo declined to comment.

On an earnings call in April, LONGi Chairman Zhong Baoshen said U.S. allegations of forced labor in Xinjiang are "a political issue, not a reality" nor "a matter based on facts."

That echoes Beijing's position. China Foreign Ministry spokesperson Zhao Lijian said at a press conference July 16 that the U.S. has "fabricated lies about Xinjiang." The Chinese Embassy in Washington did not respond to an email seeking comment.

Through a string of recent executive orders, Biden signaled he recognizes the risks of relying on oil and gas by regulating methane emissions for the industry and prioritizing renewables. Det skriver Bloomberg tirsdag.

Etter å ha blitt utsatt sist uke fortsatte diskusjonene til kveldstid mandag, uten at partene lyktes med å komme til enighet.

Det skal ha blitt forsøkt å inngå flere kompromisser. Tidligere på dagen mandag skal republikanerne ha avvist et mottilbud fra Biden-administrasjonen, og demokrater skal ha beskyldt republikanerne for å forsøke å drøye diskusjonene.

WASHINGTON (AP) — President Joe Biden will be trying to connect with blue-collar workers Wednesday when he travels to a truck factory in Pennsylvania to advocate for government investments and clean energy as ways to strengthen U.S. manufacturing.

The Democrat will tour the Lehigh Valley operations facility for Mack Trucks, a chance to touch base with the plant’s 2,500 workers, a majority of whom are unionized. Biden has made manufacturing jobs a priority, and Democrats’ political future next year might hinge on whether he succeeds in reinvigorating a sector that has steadily lost jobs for more than four decades.

The administration is championing a $973 billion infrastructure package, $52 billion for computer chip production, sweeping investments in clean energy and the use of government procurement contracts to create factory jobs. Biden will be briefed Wednesday on Mack’s electric garbage trucks.

“This is all part of his effort to lift up and talk about his Buy American agenda as well as the infrastructure package,” White House press secretary Jen Psaki said Tuesday in previewing the visit.

The president won Lehigh County in the 2020 election, but he is facing the perpetual challenge of past administrations to revive a manufacturing sector at the heart of American identity. Failure to bring back manufacturing jobs could further hurt already ailing factory towns across the country and possibly imperil Democrats’ chances in the 2022 midterm elections.

Pennsylvania Sen. Pat Toomey, a Republican, said Biden should siphon off unspent money from his $1.9 trillion coronavirus relief package to cover the investments in infrastructure, instead of relying on tax increases and other revenue raisers to do so.

“Hopefully, he will use his visit to learn about the real, physical infrastructure needs of Pennsylvanians — and the huge sums of unused ‘COVID’ funds which should pay for that infrastructure,” Toomey said in a statement.

Two US Senators have introduced a bipartisan energy tax proposal to encourage innovation in the clean energy sector and rapidly scale up new technologies.

Senator Mike Crapo (R-Idaho), ranking member of the US Senate Finance Committee, and Sheldon Whitehouse (D-Rhode Island), US Senate Finance Committee member, introduced the Energy Sector Innovation Credit (ESIC) Act yesterday.

The ESIC is a technology inclusive, flexible investment tax credit (ITC) or production tax credit (PTC) designed to encourage innovation across a range of clean energy technologies, including generation, storage, carbon capture and hydrogen production.

It seeks to promote clean energy innovation by providing up to 40% ITC or 60% PTC for low market penetration technologies across a variety of energy types. It will then phase out credits as technologies mature, which allows access for the most innovative products, rather than allowing Congress to pick winners when credits expire.

It looks to group technologies into different cohorts as determined by the Department of Energy (DOE), national labs and other stakeholders. It also provides an avenue for “unforeseen” technologies to be eligible for ESIC through an expedited-consideration process by the DOE and Congress.

“ESIC will incentivise technology-wide clean energy innovation so new, clean technologies can rapidly scale up and compete independently in the market,” said Senator Crapo. “Moreover, ESIC automatically scales down credits as technologies’ market penetration ramps up, so taxpayer dollars do not subsidize market-mature technologies.”

“Our bipartisan legislation will accelerate nascent clean technologies that have the potential to compete against heavy-polluting forms of energy and create good jobs in the process,” added Senator Whitehouse.

Original co-sponsors of the Senate legislation include Senate Finance Committee members John Barrasso (R-Wyoming) and Michael Bennet (D-Colorado) and Senate Energy and Natural Resources Committee members Jim Risch (R-Idaho) and John Hickenlooper (D-Colorado). House Ways and Means Members Tom Reed (R-New York) and Jimmy Panetta (D-California) have introduced identical legislation in the U.S. House of Representatives.

Last month, US-based solar manufacturers lauded another tax credit proposal by Democratic Senator Jon Ossoff that would establish new tax credits to rapidly boost American solar manufacturing and drive down “prohibitive costs”, branding it a “new hope for American solar”.

The Bill, however, is considered unlikely to pass in its current guise due to Republican opposition, according to US sources.

The Rise of Behind-the-Meter Battery Storage
A widespread transition to distributed energy resources (DERs) is taking place. Households and businesses around the world are adopting DERs to lower their energy bills and curb carbon emissions. Local policymakers have set ambitious energy and climate goals; grid resiliency is a growing concern due to climate change and weather disasters; and more communities face high energy burdens.

In addition, Federal Energy Regulatory Commission Order 2222 enables DERs to participate alongside traditional energy resources in regional organized wholesale markets.

All these factors have contributed to a rise in DER deployment, including batteries. With declining battery storage costs, customers are starting to pair batteries with distributed solar. Behind-the-meter battery capacity totaled almost 1 gigawatt in the United States by the end of 2020, according to Wood Mackenzie.

While DERs offer many benefits to customers and the grid, like peak load shifting, integrating these resources into the power system presents complex challenges for electric utilities. "The transmission system wasn't designed with distributed generation in mind," said Ben Sigrin, coauthor of the report. "Projected DER adoption potential can provide a window into distributed generation and help inform future power system planning."

PV and Batteries Drive Each Other's Adoption
Several findings in the study demonstrate that PV and batteries make an economical pairing. Because an average PV-plus-battery storage system is larger than PV-only configurations, battery storage increases the PV capacity and the system's economic value.

About 34%–40% of total annual PV installations projected in 2050 in the reference or baseline scenario are coadopted with batteries. This rate, again, is driven by higher value of backup power and lower technology costs.

Combined cost reductions in both PV and battery storage technologies drive additional adoption compared to cost reductions in just battery technology alone. When costs decrease for both technologies, more customers adopt PV-plus-battery systems, and deployment increases by 106% in 2050.

"The process of developing and implementing the distributed storage technology within dGen revealed additional questions and needed research capabilities related to behind-the-meter battery storage adoption," Prasanna said. BOILING OVER: Senators were venting their grievances with the infrastructure negotiations during their party lunches Tuesday, highlighting just how fraught the process remains, POLITICO’s Marianne LeVine and Burgess Everett report. Lawmakers were frustrated with the prolonged negotiating process and raised party-line concerns, including funding for transportation, broadband and deficit spending.

Senate Majority Leader Chuck Schumer promised to keep the chamber in session until the infrastructure bills are squared away. But he stayed mum about at what point he would declare the bipartisan effort kaput and transition to a Democrats-only budget resolution with all their infrastructure asks (Sen. Bernie Sanders told Pro's Jennifer Scholtes that he expects floor action on the budget front in early August).

“We’re close,” Schumer said on Tuesday afternoon. “We’re going to get this done through the August recess if we have to stay, period.”

Today’s Notice of Proposed Rulemaking marks just the first set of proposed reforms to procurement policy under the Biden-Harris Administration to ensure taxpayer dollars help America’s businesses compete in strategic industries and help ensure America’s workers thrive.

The proposed rule directs the following changes to strengthen Buy American requirements:

“Make Buy American Real” and close loopholes by raising the domestic content threshold. The Buy American statute says products bought with taxpayer dollars must “substantially all” be made in the U.S. However, today, products could qualify if just 55%–just over half—of the value of their component parts was manufactured here. The NPRM proposes an immediate increase of the threshold to 60% and a phased increase to 75%. This proposal would close a problematic loophole in the current regulation, while also allowing businesses time to adjust their supply chains to increase the use of American-made components. If adopted, this change would create more opportunities for small- and medium-sized manufacturers and their employees, including small and disadvantaged enterprises, from all parts of the country. To support this work, the Small Business Administration has created a new manufacturing office in its federal contracting division.


Strengthens domestic supply chains for critical goods with new price preferences. As the pandemic made clear, supply chain disruptions can impact the health, safety, and livelihoods of Americans—leaving us without access to critical goods during a crisis. Some products are simply too important to our national and economic security to be dependent on foreign sources. The NPRM proposes applying enhanced price preferences to select critical products and components identified by the Critical Supply Chain review, mandated under E.O. 14017, and the pandemic supply chain strategy called for under E.O. 14001. These preferences, once in place, would support the development and expansion of domestic supply chains for critical products by providing a source of stable demand for domestically produced critical products.


Increases transparency and accountability in Buy American rules. Reporting challenges have hampered implementation of Buy American rules for decades. Currently, contractors only tell the government if they meet the content threshold rather than reporting the total domestic content in their products. The NPRM proposes to establish a reporting requirement for critical products. The new reporting requirement would bolster compliance with the Buy American Act and improve data on the actual U.S. content of goods purchased. More complete and accurate data would be used to target future improvements to support America’s entrepreneurs, farmers, ranchers, and workers— and along the way, create good jobs and resilient communities.
