TSMC, a major Apple Inc (AAPL.O) supplier, said it had responded to the U.S. request to help address the semiconductor shortage that has disrupted production for car makers and consumer electronics suppliers.

TSMC said it remained "committed to protecting our customers' confidentiality as always, ensuring no customer-specific information is disclosed in the response".

It did not give any further detail.

U.S. Secretary of Commerce Gina Raimondo in September said the request for information was aimed at boosting supply chain transparency. She warned if companies did not answer the call "then we have other tools in our tool box that require them to give us data".

Tech powerhouse Taiwan has said it was doing all it could to resolve the chip shortage. TSMC has pledged to spend $100 billion over the next three years to expand chip capacity.

Taiwan's government said it respects U.S. commercial law but that it would back domestic firms if they receive any "unreasonable requests".

Washington, D.C. — U.S. Senator Marco Rubio (R-FL) was joined by Senators Thom Tillis (R-NC), Rick Scott (R-FL), Marsha Blackburn (R-TN), Ben Sasse (R-NE), and Jerry Moran (R-KS) in sending a letter to Acting Chief Executive Officer of the U.S. International Development Finance Corporation (DFC) Dev Jagadesan asking whether the (DFC) is unwittingly aiding the Chinese Communist Party’s (CCP) export of solar panels tainted with the forced labor of Uyghurs and other predominantly Muslim ethnic groups in Xinjiang.

“Ensuring that the United States is not complicit in enabling genocide and forced labor is a key priority for Congress,” the senators wrote. “That is why the Senate unanimously passed the Uyghur Forced Labor Prevention Act in July and why the House of Representatives overwhelmingly passed a companion bill last year.”

“In September, DFC notified Congress of its intent to provide up to $90 million to Avaada Sunrays Energy Private Limited to support the development of a new solar plant in India, along with $20 million to Orb Energy Private Limited, also in India, for the “development and construction of solar photovoltaic systems,” the senators continued. “We are concerned that the provision of up to $110 million in American taxpayer money could be used to purchase products made with slave labor.”

Dear Mr. Jagadesan:
We write to inquire about existing plans of, or the potential for, the U.S. International Development Finance Corporation (DFC) to unwittingly aid the Chinese Communist Party’s (CCP) export of solar panels tainted with forced labor.

As you know, the People’s Republic of China (PRC) produces more than 80 percent of the world's solar-grade polysilicon, much of it coming from the Xinjiang Uyghur Autonomous Region (XUAR), where the CCP has detained around 1.8 million Uyghurs and other individuals from predominantly Muslim ethnic groups. These groups have been arbitrarily detained in a system of extrajudicial mass internment camps where they are subjected to forced labor, torture, forced abortions, forced sterilizations, and political indoctrination designed to compel them to renounce key tenets of Islam. The Biden Administration has publically declared that the CCP’s actions constitute genocide and crimes against humanity.

Ensuring that the United States is not complicit in enabling genocide and forced labor is a key priority for Congress. That is why the Senate unanimously passed the Uyghur Forced Labor Prevention Act in July and why the House of Representatives overwhelmingly passed a companion bill last year. Given that a key pillar of the administration’s efforts to address climate change is to encourage the use of solar panels, the PRC’s dominance of the solar industry raises the question of how the Administration intends to meet its climate change goals without supporting the CCP’s ongoing human rights abuses.

In September, DFC notified Congress of its intent to provide up to $90 million to Avaada Sunrays Energy Private Limited to support the development of a new solar plant in India, along with $20 million to Orb Energy Private Limited, also in India, for the “development and construction of solar photovoltaic systems.” We are concerned that the provision of up to $110 million in American taxpayer money could be used to purchase products made with slave labor. As you know, the Tariff Act of 1930 prohibits the importation of products mined, produced or manufactured wholly or in part by forced labor. We firmly believe that this prohibition should also apply to the development spending and financing provided by the United States to companies overseas.

Because taxpayer money should never be used to purchase products made with the use of forced labor and DFC plays an essential role to meeting this goal, we request answers to the following questions:

 How is the DFC ensuring that the companies whose solar photovoltaic (PV) projects are financed with taxpayers' money are not sourcing supply chain inputs, including silicon metal and polysilicon from the XUAR or elsewhere in the PRC where forced labor may occur?

 What kind of due diligence requirements is the DFC putting in place to ensure that these companies are not purchasing solar panels and/or polysilicon from Chinese companies that are on the United States sanctions list or the Entity List, or subject to Withhold Release Orders for their use of forced labor and other human rights violations?

 Has the DFC asked these companies to disclose their suppliers in the supply chain? Do any of their suppliers have ties to any entities in the XUAR?

 If these companies are not producing their solar panels themselves, where are they purchasing their solar panels? Do their suppliers include Chinese companies that are on the United States sanctions list, or the Entity List, or subject to Withhold Release Orders for their use of forced labor and other human rights violations? Have their suppliers ever had their shipments withheld by the U.S. Customs and Border Protection pursuant to a withhold release order?

 In financing solar PV projects overseas, what kind of steps is the DFC taking to find out whether it is unintentionally financing projects in which forced labor is used in the supply chain, which would go against the DFC requirements that its projects uphold the International

Finance Corporation Performance Standards banning the use of forced labor and the Section 307 of the Tariff Act of 1930, which prohibits importing any product that was mined, produced, or manufactured wholly or in part by forced labor?

Longi had 40.31 megawatts of modules detained from Oct. 28 through Nov. 3, representing 1.6% of its annual exports to the U.S., the company said in a filing to the Shanghai Stock Exchange. Longi said it established a product tracing mechanism last year, and is able to prove that the detained modules used silicon material that meets U.S. government requirements. The detention has no major impact on Longi’s current operations, according to the statement.

Longi joins JinkoSolar Holding Company Limited, Canadian Solar Inc. and Trina Solar Co. on the list of solar manufacturers tied to Hoshine Silicon Industry Co. that have had modules stopped in recent months. Xinjiang-based Hoshine produces metallurgical-grade silicon that is used in the solar panel manufacturing process.

I will testify today on behalf of LG before the U.S. International Trade Commission at a hearing related to the extension of the Section 201 ”safeguard” tariffs on imported PV modules and cells.

If you’re a developer, installer, or otherwise rely on purchasing solar panels for your business, I recognize that you likely may not want these safeguard tariffs to continue.

Trust me – I understand your position and, as someone who is also deeply invested both personally and professionally in the long-term health of the solar industry, I empathize with it.

But LG’s position – asking the ITC to extend the tariffs for another four years and to increase of the quota on imported cells – is clearly in the long-term best interest of all downstream participants. Don’t believe me? Hear me out.

Solar analyst firm Roth Capital Partners said in a note to clients that it believes LONGi may be the next module manufacturer to be the subject of U.S. Customs and Border Protection action under a Withhold Release Order (WRO) issued in June.

“While detainment appears to have not yet happened, we believe it is imminent,” Roth said in a note obtained by pv magazine. The note said that LONGi had been informed that shipments currently on the water were expected to be detained at five ports. “Look for this to impact LONGi in a broad-based way,” the analyst’s note said.

Industry analysts believe that Hoshine provides around 60% of the world’s metallurgical grade silicon (MG-Si) used in the solar industry. The silicon provides feedstock material used in the polysilicon refining process.

Det hele kommer an på intensjonene.
Essensen i dét han sier, er at han ikke vil kunne gi sin støtte, med mindre det er mere klarhet i hva det vil koste og hvilke konsekenser et vedtak vil ha. Han er tydelig i forhold til hva han vil gå med til - og hva han ikke går med til. Han er blandt annet veldig tydelig omkring prosessen - og at han synes det er upolitisk at skulle rushe en så stor beslutning bare fordi Biden skal ha noe med i kofferten til EU.
Det han gir uttrykk for, er at han håper på at begge pakkene blir stemt igjennom - men det skal gjøres ordentlig. Om han trekker tid eller på noen måte saboterer, kan jeg ikke helt lese ut av denne pressemeddelelse. Jeg opplever ham som optimistisk appellerende til at begge forslag blir vedtatt - uten noe politisk bullshit.

Han er tungt involvert innenfor kull industrien. Han sier jo selv at han ikke vil si ja før han er klar. Med andre ord så hinter han til at han vil bli klar. Muligens det må bli litt mer kompromiss. Kan godt hende at politikerne i USA jobber tett med å løse dette for i morgen. Hvis ikke, så vil det komme andre løsninger fortløpende uansett. Mannen er faen med langt over streken frekk, som tillater seg å egenhendig sperre for ikke bare resten av de demokratiske senatorenes enighet, men for Biden og hans troverdighet internasjonalt. Nå må vi holde tunga rett i munnen - han sier ikke at han ikke vil gå med på det. Han sier at han ikke vil stemme for den før han er klar. Altså ikke før har fått nok tid til å forstå den fulle effekten den vil ha på økonomien, den nasjonale gjelden og inflasjonen. Dette er politikk dessverre.

Veldig enkelt å vedta klimamål, mye verre å gjennomføre de. Spørsmålet er om Kina/USA/Australia får fortsette å kjøre kullkraftverkene for fullt, eller om de må stenge helt eller delvis ned. Dyrere strøm i Kina vil bety mindre produksjon av og dyrere poly. Får uansett satse på at demokratene i USA blir enige og gjør
vedtak på tirsdag. Da ligger alt til rette for inngåelse av lønnsomme avtaler på leveranser som sikrer gjenåpning av ML, og dermed reprising av REC.

Dette blir bare vrøvl. De nevner heller ikke utfordringer med strømforsyning i Kina. De har ikke nok strøm til å fyre opp alle dagens ovner i Kina. Hvordan de skal få nok strøm til alle kapasitetsutvidelser i Kina sies det ikke et ord om.

Er det ikke pussig at i artikkelen, som da ser på utsiktene fremover for polysilicon, ikke nevner med et ord at USA nå putter inn mange hundre milliarder for å få opp en egen verdikjede innen solar, batteri, wafer? Og hva dette vil betyr for markedsutsiktene/prisene?
