Kjenner til kinamannen de bryr seg ikke om noen ting så derfor er de vanskelig og konkurrere med. De som ikke jobber er det nakkeskudd og glemt er de. Nok arbeidskraft og ta av når det er over 1.7 milliarder av dem. Så skal demokratiske USA forholde seg til en sotengel må de bare knerte han på samme måten. Drit i demokrati og få tingene gjort. Det er her kanskje Trump skulle kommet inn med sin måte og rydde unna uromomenter i senatet og rep.hus. Vi får se,men er sikkert snart noe stort på gang. Trenger ikke å vente lenge heller….

Congress passed the UFLPA unanimously in the Senate and with one dissenting vote in the House to reverse the burden of demonstrating that a supply chain is free of forced labor—effectively to issue a WRO covering Xinjiang. Under Section 3(a) of the Act, CBP will affirmatively enforce Section 307 against all goods of Xinjiang, rather than only those it has already determined were made with forced labor. The burden is now on the importer with respect to all imports from Xinjiang to disprove to CBP, by “clear and convincing evidence,” the presence of such labor to rebut the presumption. This exception mirrors Section 302A(a) of the North Korea Sanctions and Policy Enhancement Act of 2016, 22 U.S.C. § 9241a(a), added by Section 321(b) of the Countering America’s Adversaries Through Sanctions Act of 2017 (CAATSA), aimed at goods made by North Korean nationals.

Although not the first, the UFLPA is the strongest action yet against imports and importers potentially benefitting from the conditions in Xinjiang. In 2021 alone, CBP issued WROs targeting, among other products, tomatoes and cotton on a regional basis, and polysilicon and silica-based products on an entity basis; China and Xinjiang in particular produce a high proportion of the world’s supply of these items. And as we previously reported, a multiagency advisory issued in July 2021 warned of the risks of exposure to entities found to engage in human rights abuses, including by sourcing of goods or labor from Xinjiang, or from other locations connected to forced labor in Xinjiang or that rely on inputs from Xinjiang. These measures are part of a wide range of economic, trade, and diplomatic sanctions and pressure against China and those who do business in or with Chinese entities.

Importers, particularly those that source from China at large should prepare for greater scrutiny upon implementation of the Act, and develop compliance plans to ensure they avoid Xinjiang manufacturers and Xinjiang-derived goods unless they can meet the high clear-and-convincing-evidence standard to rebut its presumption. The goods subject to the ban may be divided into three categories: those produced (1) wholly in Xinjiang, (2) partially in Xinjiang, or (3) by certain entities operating in China or third countries that produce in or export from Xinjiang, or work with the Xinjiang government or Xinjiang Production and Construction Corps to facilitate forced labor. The second and third categories will require examination of not only finished goods but also of materials, components, or other inputs upstream through the supply chain, and the suppliers’ backgrounds. CBP does not apply a de minimis exception to Section 307 violations.

We expect CBP to enforce the UFLPA strictly, aggressively, and quickly upon its effective date, which will create risks for any companies doing business in China, often in the agriculture, textile, and solar industries.

One of the lessons of the big solar push of the early 2000s is that it isn’t enough to have demand; it’s vital that the right policy be put into place to help domestic production truly take hold and thrive. Countries like China are making incredible investments to control global industries – and as readers of this blog well know, are willing to play dirty to win.

If the United States doesn’t take steps to help its own manufacturers and workers compete, it will lose. Full stop.

But, dare we say… we are actually kinda sorta optimistic that policymakers understand this, too?

The $1.2 trillion infrastructure investment package signed into law in 2021 offers major potential for American manufacturers. Not only does it include things like money to rebuild roads and bridges, it also sets out to make investments to build things like EV charging stations.

Implementation will be critical – making sure the strong Buy American preferences included in the law are properly applied will be necessary to maximizing job growth. As a start, policymakers should fully fund the new Made in America Office at the Office of Management and Budget so folks will be ready and equipped to get to work on implementation.

But there’s additional opportunities as well. The so-called China Competitiveness Bill, passed in a bipartisan vote by the Senate last year, included $50 billion for boosting semiconductor production and hundreds of billions for research and development. Similar legislation stalled in the House, but the overall effort has the support of the White House. Getting a competitiveness package through Congress in 2022 must be a priority for lawmakers.

Angående nabobygget til REC som står som pending feasibility, vi vet at ML sitt byråd snakker om REC Expansion og de ble bedt om å utsette avgjørelsen om zoning etc.og "REC would aquire property"

"Sometimes 'feasibility study' isn't so much a document as it is a process. It's study and research into whether whatever the buyer would like to do is feasible... And usually involves permitting and/or zoning issues. Sometimes the buyer is doing their own legwork on that, sometimes they hire someone. It depends."

Dette tyder vel på at det faktisk akn være REC som er kjøper av tomten ved siden av. Alt over er fritt etter minnet så ikke ordrett

Hanwha investerte i overkant av $100 million i Rec, så skal ikke se bort ifra at det er Rec som er kjøperen.

Om det er HS eller REC som kjøper nabotomten, er vanskelig å si, men jeg tror vi får fasiten rimelig snart.
Med stor fare for å gjenta meg selv, så husk 14.januar er HS formelt inne på eiersiden i REC.

Tenker man da på uttalelsen om "jumpstart" av ML, omreguleringsplanene til myndighetene i ML, nabotomten som nå ser ut til å bli solgt, og søknad om endring/utvidelse hos REC, så kan mye skje den neste måneden.

Her er det bare å sette fast hakestroppen på hatten, og vente på medvinden:)

80% of respondents strongly agreed or somewhat agreed the U.S. should rely on solar panels made domestically through methods that produce lower carbon emissions than factories in China, some of which are coal powered.

79% said they were very concerned or somewhat concerned about forced labor in Chinese-made solar panels.

The bottom line: U.S. voters want an ethical transition to green energy.

Hvis min konto bliver slettet, er det ikke mig der har gjort det :)) Ser ingen grund til at forlade dette fantastiske forum, på trods af det kan være turbulent til tider. Jeg hygger mig alt for meget, og det kan jeg takke jer alle for. Uchi og Falco oplevede nærmest daglige angreb for deres bidrag, dette møder jeg ikke (endnu ahaha). Det er trættende i længden og fuldt forståeligt at tage afstand fra det. Vælger dog stadig at bevare mit håb om de vil kigge forbi igen en dag når vi er på toppen, det havde været cool!

However, the substantial gains from this tax incentive have largely escaped the most historically disadvantaged of homeowners. Today, families that aim to install solar can claim a 26% ITC on installation costs, but this would only be payable as a tax credit. This means that households that are less likely to owe sufficient federal taxes will be unable to utilize the full value of the credit. In other words, white, wealthier families are able to reap the benefits of self-generated clean power, monthly bill savings and increased home values while communities of color are left out of the equation.

It’s a serious problem. According to RMI, as the tax law is currently written, seven out of 10 households cannot receive the entire ITC benefit because they do not have enough tax liability to fully benefit from it, while 4 out of 10 households cannot receive any of it. Although the current ITC 25D does have a “carryforward” provision — allowing taxpayers to harness the benefit for future years — it has mostly gone unrecognized. And, at the risk of stating the obvious, those most vulnerable cannot wait to receive the full benefit; they need the financial relief now.

Lawmakers have taken note. President Biden’s Build Back Better legislation would increase the ITC to 30% and make the 25D residential renewable energy tax credit refundable — a change that RMI estimates could benefit as many as 40 million households. This means that families investing in solar — for projects starting in 2023 — will be refunded regardless of their tax liability. Although the language change for a refundable tax credit may seem minor, it has the ability to spur a more equitable and more just energy revolution.

We expect the U.S. to pass the Solar Energy for Manufacturing of America act in 1H22. The act should provide a KRW142.8bn boost to pretax profit per year from Hanwha Solutions’ U.S. module plant (1.7GWh capacity) alone. If REC Silicon’s polysilicon plant (18,000 tonne capacity; acquired in late 2021) is converted into a photovoltaic module plant, the annual tax benefits from SEMA should be around KRW1.5tn. We believe a monumental change is imminent for the company’s U.S. photovoltaics business, making Hanwha Solutions the most deserving of attention in 2022.

Den er vel en del av BBB, og skulle denne bli trukket ut og blitt stemt på separat, så vil den sannsynligvis bankes gjennom. Problemet til demokratene er vel at de da vil ha problem med å få gjennomslag for resten av det som ligger i BBB om SEMA kjøres separat. Av den grunn vil de nok forhandle BBB ned til en pakke som kan gå gjennom i sin helhet, og det kan ta tid.

Vel, skulle gjerne vært enig med deg, men dersom SEMA skal gå gjennom for seg selv, så vil pakken måtte stemmes gjennom som et vanlig lovforslag som trenger 60 stemmer i senatet. Det betyr 10 republikanske senatorer. Slik frontene står mot hverandre i USA nå, kan jeg ikke se hvordan republikanerne vil la demokratene få en slik "seier" som det vil regnes som. Det var tøft nok å få 12 senatorer med på infrastrukturpakken, og mange av dem angrer nok etter all hetsen de fikk fra velgerne og pro-trumpgrupper. Alle som en får utfordrere i neste senatsvalg som er mer konservative enn dem selv.

Er det riktig? Hvis jeg har forstått det riktig er 60 stemmer nødvendig for å avvike vanlig prosedyre som inneholder det de kaller fillibuster - som i prinsippet betyr at avstemningen ikke skjer før alle i senatet har sagt det de har å si. Det er ingen begrensning på tid en senator kan prate. Dette kan utsette avstemningen i lang tid hvis man vil destruere. Men i selve avstemningen holder det med 50 stemmer + visepresidentens dobbeltstemme for å vedta et lovforslag.

Det verste er vel at republikanerne vil egentlig ha gjennom SEMA for å ta rotta på Kina, men slik ståa er i USA i dag, med en viss person som styrer republikanerne som alt annet enn et demokratisk parti (kan sikkert si det samme om Demokratene:)), så henger politiske seire høyere enn hva som faktisk er best for USA...

Det er jo en forandring av "Fillibusterordningen" som Biden i disse dager prøver å forandre. Det er ifølge pressen to demokrater som er imot noen forandringer- de to samme som er mot BBB.

Det samme kan ikke sies om demokratene nei. Nok av valgte personer med bindinger til donorer og bidrag fra storindustri, men direkte antidemokratiske er de ikke.
Men det holder lenge at ett parti har gått fra konseptene, meget skummelt i verdens eldste demokrati neste 2-3 årene.
Håpet vårt får være at de klarer meisle ut et forslag der BBB skjærer ned på noen av de sosiale lovnadene, det er nok et must for å få Manchin med. (Om et par stordonorer hvisket Manchin i øret at det ventet noen større satsinger industriellt i west virginia dersom han følger partilinjen, så kan kanskje det også hjelpe)

Is this the end for Xinjiang sourcing?
The UFLPA is certainly the most sweeping measure to date taken against Xinjiang. The complex nature of global supply chains will make it immensely difficult for affected companies to confidently guarantee that they are in no way, shape or form sourcing from the region. Their compliance pathway must extend beyond ensuring that their Tier 1 suppliers are not located in Xinjiang. The ability to fully map out supply chains to include the suppliers of intermediaries, is key to having a more accurate picture of a company’s exposure to forced labour in Xinjiang. Without this, Xinjiang products – namely cotton, agricultural commodities and polysilicon – will continue to find their way into international supply chains, meaning companies may continue to inadvertently profit from Uyghur forced labour.
