Upstream kom i går kveld med ett par(i alle fall i mine øyne) meget gode artikler. Saken kjenner vi jo, men her i disse to viser han vel at han har sine kilder i orden. Det er for mye konkret info i begge til å skulle kunne tro noe annet.

Senegal President Macky Sall knows he cannot get a full draft of the long-awaited petroleum law presented to Parliament before the end of the year, but will instead start a series of roadshows next month designed to prefigure provisions devoted to local content and local participation, writes Barry Morgan.

Sall will stress the need for indigenous downstream players to step up to the plate, while also outlining his strategy for ensuring the benefits of Senegal’s impending bonanza are enjoyed by all — and while fending off opposition accusations that his regime is tarred by nepotism and graft.

Presidential elections loom in February with Senegal’s fractious alliances already exchanging brickbats with oil politics front and centre of an increasingly vicious campaign. Sall aims to woo the electorate with a message of prosperity for all.
Offshore investment figures contributed by oil players to the governments of both Senegal and Mauritania, and still held confidential, indicate $40 billion will be spent between 2019 and 2024 — coinciding with the end of Sall’s second term, if he wins — and another $60 billion before 2030.

All final investment decisions and upstream approvals have been pushed into 2019, allowing time for a new code to emerge and for Energy Minister Mansour Kane to ease out the smaller operators.
Revocation letters were issued and state-owned Petrosen requested licensees to re-apply.

Onshore players T5 Oil & Gas, Romania’s Tender Oil & Gas and Nigeria’s A-Z Petroleum complied but in so doing may have relinquished their rights under administrative law, whereas Elenilto and Oslo-listed African Petroleum Corporation (APC) declined to reapply.

APC opted instead to drag Senegal into arbitration over title to the Rufisque Deep, controversially re-allocated to Total, which subsequently inserted a compensation clause requiring the government to cough up in the event of any challenge.

Apparently ignoring ministerial overtures that an extension to its Casamance Deep licence might be granted if it backed off on Rufisque, APC doubled down on arbitration, triggering this month’s move by the ministry to tender expressions of interest from fresh suitors in both licences. A last ditch attempt to salvage Casamance is planned in November.

In July, Kane wrested all responsibility for new acreage from Petrosen, which has now been told to concentrate on development amid a scramble for equity by all the majors, with Italy’s Eni waiting to make its debut.

Having joined Total on the Rufisque Deep in August, Petronas of Malaysia now has its eyes on practically every block, while majors and mid-tiers already active in the country are lobbying for more.

på børs så er det fåtallet som får rett og av samme grunn er det kun fåtallet som tjener noe på børs så og støtte seg til massen på børs blir det sjelden noe profitt ut av...

Vel, poenget var vel heller at du ikke sitter med fasit og absolutt ikke vet hva den blir. I likhet ned oss andre har du kun din egen mening. Det er greit nok. Det som ennå ikke er klart for meg er misjonæren som mener han skal redde alle.

And the show must go om. Nå er presidentfruen også innblandet i noe hun vel ikke burde være(om dette medfører riktighet). Det neste vi ser er vel at noen i oljedepartementet er innblandet i noen "ulumskheter" ? ;)

The Gambian Parliament has initiated an investigation into the “purported donation of the sum of US$752,544.42 to the Fatoumatta Bah-Barrow Foundation by a company placing a bid for a contract in The Gambia, the Freedom Newspaper can reveal. Invoking Section 108 (2) (B) of the 1997 Constitution of The Gambia, the House Committee said it will investigate the following issues of public importance: The circumstances leading to the award and the implementation of a contract for the production of ID cards, Driving Licence, Visa stickers and residential permit to Semlex Europe SA; the purported donation of the sum of US$752,544.42 to the Fatoumatta Bah-Barrow Foundation by a company placing a bid for a contract in The Gambia. The Fatoumatta Bah-Barrow Foundation having been set up by the First Lady of The Gambia is subject to the purview of the National Assembly.

It seems that the public deserves a better explanation of how and why Madam Fatoumatta Bah-Barrow Foundation (FaBB) accepted the reported $752,594.42 (D36,123,000) into the foundation’s UK Guaranty Trust Bank account in 2017 from TBEA Co. Ltd (Chinese Company that is reported to manufacture power transformers and develop transmission projects) and the subsequent mysterious bank transactions from the foundation’s Guaranty Trust Bank (UK) Limited London Bank account into a Portuguese bank account, Novo Banco to supposedly charter a flight to China using White Airways (Portuguese Charter Airline in Porto Salvo). It should be a concern that these seemingly dodgy financial transactions are linked to the president’s household. Could Madam Bah-Barrow and her husband be abusing the office they occupy? For us to be told by the FaBB Foundation’s vice chairperson, Fatou Ceesay, that such questionable money transfer(s) would be investigated by the Foundation’s Board of Directors (insiders) will be an exercise drenched in futility. I suppose they want to use the “expertise” in-house to investigate self. Hopefully the gullibility genes will be in full swing when the foundation’s board of directors report their findings and they will be believed.

FIRST LADY FATOU BAH BARROW FOUNDATION (FaBB FOUNDATION)

The GDC has learnt with concern that the First Lady Fatou Bah Barrow Foundation is being investigated for acquiring the sum of US$752, 592.42 donated by a Chinese Company TBEA Company Ltd. While waiting for the findings of this investigation, the GDC hereby proposes that such foundations should be established through an Act of Parliament and be subjected to public audit and monitoring by the PAC/PEC of the National Assembly since the Fist lady’s Foundation is connected to the Office of the President, which is a public office.

In the same vein, the GDC also calls on the Central Bank to conduct an investigation into this affair in order to verify that this is not a case of money laundering or other corrupt practices

Skjønner det begynner å bli tynt med artikler om APCL når man må finne noe helt annet å ihjeltolke....

Spekulasjoner om at andre kan ha gjort noe galt i en helt annen sammenheng endrer vel ikke det faktum at APCL lå etter med lisensavgiftene og alltid kom i brudd med forpliktelsene...

Dette viser hvor korrupte regjeringen er og de har nettopp kommet inn i kontorene.
Så det viser hvordan kineserne bestikke i Gambia med også mange andre plasser i Afrika.
Gambia er jo et U-Land og har mottatt et stort skipslast med ris fra Kina og nå har de fått 24 ambulanser.
Men kineserne de gir ikke nødhjelp,de gir hjelp mot gjengjeldelse.
CNOOC er nok ute etter lisensene A1 og A4 så får vi se hvem de må dele dem med,for ingenting er sikkert før the fat lady sings.
Det kan til og med ende med at de også står tom hendte tilbake, tiden vil vise det går veien vi håper på eller om det blir en vanskelig fortsettelse.

Og riskokeren har du aksjer i APCL eller er du her bare for å lage kvalm, dette er jo et diskusjonsforum men det du kommer med er jo ingenting.
Så det er ikke lenge til jeg velger de 3 prikkene til høyre å blokkerer deg så slipper å lese mer som ikke har noe med saken å gjøre.

Tilbake til Gambia og den kinesiske formel fabrikken.

The company was forced to pay a bond of 25,000 US dollars in June in an out-of-court settlement with the Gambia’s National Environment Agency over a similar accusation. The company was ordered to take immediate measures to treat its wastewater and pay for testing of already contaminated water.

But it appears that the company has not only failed to treat its wastewater but rather has strengthened its exploits. Recent developments such as an action taken by Gambian youths who reportedly removed the factory’s waste pumps that go directly into the sea for the company to have it reinstalled alongside the Chinese flag have ignited the scorn of social media users. This is especially because the youths were reportedly arrested for the action targetted at reducing pollution.

Man er vel ikke overrasket over det som kommer frem i verken Senegal eller Gambia. Når man ser på vår historie med Timis i lederstolen så tenker jeg at det er stor sannsynlighet for at vi har levert noen brune konvolutter selv.

Det som derimot er spennende er å se om noe av dette vil få konsekvenser for oss.

Generelt så viser vel mye av dette at mange er villige til å gå langt for å sikre seg en liten bit av Vest-Afrika om dagen og det er i alle fall positivt for oss dersom det går vår vei i våre saker.

Da er det igjen en oppdatering på Senegal saken vår. Ikke godt å si hvorfor han trekker seg, men det har jo tidligere vært funnet relasjoner til vår Gambiasak. Det kan ligge noe her.
