The Build Back Better legislation will target incentives to grow domestic supply chains in solar, wind, and other critical industries in communities on the frontlines of the energy transition. In addition, the framework will boost the competitiveness of existing industries, like steel, cement, and aluminum, through grants, loans, tax credits, and procurement to drive capital investment in the decarbonization and revitalization of American manufacturing.
Advance environmental justice through a new Clean Energy and Sustainability Accelerator that will invest in projects around the country, while delivering 40% of the benefits of investment to disadvantaged communities, as part of the President’s Justice40 initiative. The framework will also fund port electrification; facilitate the deployment of cleaner transit, buses, and trucks; and support critical community capacity building, including grants to environmental justice communities. In addition, the framework will create a new Civilian Climate Corps – with over 300,000 members that look like America. This diverse new workforce will conserve our public lands, bolster community resilience, and address the changing climate, all while putting good-paying union jobs within reach for more Americans.

The Build Back Better Act invests meaningfully in American families and workers, while laying the foundation for meeting imperative climate goals. When the President released the Build Back Better framework last week, he proposed $2 trillion in savings that would more than pay for the critical investments in the legislation – and in fact generate net deficit reduction. With the release of the text of the Build Back Better Act in the House and scoring from the Joint Committee on Taxation, we can update the estimate of fiscal savings.
The legislation would, as the President proposed, generate more than $2 trillion in savings. These savings come from ensuring large multinational corporations and wealthy Americans pay their fair share and reducing the cost of prescription drugs. These provisions will not raise taxes on any taxpayer making less than $400,000.
The table below includes the latest estimates by the Joint Committee on Taxation, Congressional Budget Office, and the Treasury Department of the revenue raising and savings provisions in the bill. The bottom line is that the Build Back Better Act under consideration in the House of Representatives will be fully paid for and reduce the deficit.

Blir mest sannsynlig etter Europaturneen, siste absolutt deadline er innen 2021. I tillegg når USA gjeldstaket i midten av desember, som de skal heve i avtalen, så med mindre de får med republikanerne på en separat avtale på det. Så må de være ferdig før midten av desember. Men tidspunkt er vel egentlig ikke så viktig, så lenge SEMA er med i avtalen. Og det er de nå.

Ingen tvil om at de vil prøve, men har lite tiltro til amerikanske politikere for tiden.
Tok en liten trål nå nettopp. Ingenting nytt å melde slik jeg ser det. Det klages over at Manchin og Sinema har fått satt så store fingeravtrykk på avtalene mtp at resten av demokratene virker så samstemte. Disse to skal dog nå være relativt fornøyde med ståa. Jeg tipper avtalen som nå er estimert til 1.75 trillioner dollar må høynes noe før "the progressives" kan akseptere avtalen. Skal vi spekulere i 2T$ sånn for symbolikkens skyld? :)

De kunne spart litt på å gjort om på den idiotiske utformingen av tax credits for elbiler og brukt de pengene bedre.
En annen måte å si det på. Vi snakker om TRILLIONER. 48 Representanter var tilnærmet enige om det opprinnelige forslaget på 3.5Trillioner. Manchin og Sinema fikk kranglet seg ned til 1.7Trillioner. Washington, D.C. — U.S. Senator Jon Ossoff successfully negotiated inclusion of his landmark clean energy legislation in the upcoming Congressional budget measure.
Sen. Ossoff introduced the transformative Solar Energy Manufacturing for America Act this summer as a part of his continued effort to make Georgia the national leader in clean energy technology and swiftly transition to clean energy sources.
The legislation will create tens of thousands of good-paying jobs in Georgia and nationwide, transition our country to clean energy, help meet President Biden’s ambitious goal of having solar energy account for 40% of U.S. energy by 2035, and boost American energy independence.
The bill will provide tax credits for American manufacturers at every stage of the solar manufacturing supply chain, from production of polysilicon to solar cells, trackers and inverters, and fully assembled solar modules.
In a visit to Georgia last month, U.S. Secretary of Energy Jennifer Granholm praised the bill, calling it a “game changer” and commended Sen. Ossoff for his leadership.
“Sen. Ossoff’s great leadership in putting forward a tax credit for solar energy manufacturing in America –– that is second to none. [HisSolar Energy Manufacturing for America Act] is the game changer to be able to build out these supply chains in this whole solar industry in America,” Sec. Granholm said.
Last month, Sen. Ron Wyden (D-OR), who chairs the powerful Senate Finance Committee with jurisdiction over clean energy tax legislation, also strongly endorsed inclusion of Sen. Ossoff’s solar legislation in the upcoming reconciliation bill, calling it a “prerequisite” for dealing with climate change.
Senators Reverend Raphael Warnock (D-GA), Michael Bennet (D-CO), and Debbie Stabenow (D-MI) co-sponsored the bill in the Senate, and Congressman Dan Kildee (MI-05) introduced the companion bill in the U.S. House of Representatives.
