President Biden Announces the Build Back Better Framework

Specifically, the Build Back Better framework will:

Deliver substantial consumer rebates and ensure middle class families save money as they shift to clean energy and electrification. The consumer rebates and credits included in the Build Back Better framework will save the average American family hundreds of dollars per year in energy costs. These measures include enhancement and expansion of existing home energy and efficiency tax credits, as well as the creation of a new, electrification-focused rebate program. The framework will cut the cost of installing rooftop solar for a home by around 30 percent, shortening the payback period by around 5 years; and the framework’s electric vehicle tax credit will lower the cost of an electric vehicle that is made in America with American materials and union labor by $12,500 for a middle-class family. In addition, the framework will help rural communities tap into the clean energy opportunity through targeted grants and loans through the Department of Agriculture.

Ensure clean energy technology – from wind turbine blades to solar panels to electric cars – will be built in the United States with American made steel and other materials, creating hundreds of thousands of good jobs here at home. The Build Back Better legislation will target incentives to grow domestic supply chains in solar, wind, and other critical industries in communities on the frontlines of the energy transition. In addition, the framework will boost the competitiveness of existing industries, like steel, cement, and aluminum, through grants, loans, tax credits, and procurement to drive capital investment in the decarbonization and revitalization of American manufacturing.

Advance environmental justice through a new Clean Energy and Sustainability Accelerator that will invest in projects around the country, while delivering 40% of the benefits of investment to disadvantaged communities, as part of the President’s Justice40 initiative. The framework will also fund port electrification; facilitate the deployment of cleaner transit, buses, and trucks; and support critical community capacity building, including grants to environmental justice communities. In addition, the framework will create a new Civilian Climate Corps – with over 300,000 members that look like America. This diverse new workforce will conserve our public lands, bolster community resilience, and address the changing climate, all while putting good-paying union jobs within reach for more Americans.

The Build Back Better Act invests meaningfully in American families and workers, while laying the foundation for meeting imperative climate goals. When the President released the Build Back Better framework last week, he proposed $2 trillion in savings that would more than pay for the critical investments in the legislation – and in fact generate net deficit reduction. With the release of the text of the Build Back Better Act in the House and scoring from the Joint Committee on Taxation, we can update the estimate of fiscal savings.

The legislation would, as the President proposed, generate more than $2 trillion in savings. These savings come from ensuring large multinational corporations and wealthy Americans pay their fair share and reducing the cost of prescription drugs. These provisions will not raise taxes on any taxpayer making less than $400,000.

The table below includes the latest estimates by the Joint Committee on Taxation, Congressional Budget Office, and the Treasury Department of the revenue raising and savings provisions in the bill. The bottom line is that the Build Back Better Act under consideration in the House of Representatives will be fully paid for and reduce the deficit.

House Democrats are now planning to vote Friday on their long-sought social spending package as well as the bipartisan infrastructure bill as they rush to deliver on President Biden's agenda after disappointing state election results earlier this week.

The House Rules Committee met late Thursday night to advance the final text of the social spending legislation.

Next, according to Democratic sources familiar with the plan, the House will convene at 8 a.m. Friday to debate and vote on the package, titled the Build Back Better Act. A vote to clear the bipartisan infrastructure bill — which has stalled in the House since its Senate passage in August due to progressive resistance — will follow.

On her Instagram story on Wednesday, she posted a photo of herself walking own the Capitol steps. She described her facial expression as her "f— a means test for PARENTAL LEAVE and matter of fact please STOP trying to make a mountain of paperwork and hoops to jump through so people can access basic things face."

She added that there are "so many people making decisions who literally have to imagine what normal life is like... because they've never had to choose between paying for rent and medicine or papers etc."

Jo, men nå har de progressive ikke så mye mer de skulle ha sagt. Klima delen er rimelig inntakt og hvis de stemmer ned BBB så vil de i teorien taper alt. Ingen sosiale forbedringer og ingen midler til klima arbeid. Så selv om visse sosiale deler må reduseres etter ønsker fra Manchin så vil de oppnå mer for å få den igjen. Jeg mener det er et Sjakk trekk av Pelosi, nå kan hun trimmer den sosiale delen med visshet om at de progressive har alt å tape ved et nei.

Consider this brief timeline:

On March 4, CBO produced a public cost estimate for the first COVID-19 relief bill, the Coronavirus Preparedness and Response Supplemental Appropriations Act of 2020. The president signed that bill into law on March 6.

Then, on March 18, the president signed the Families First Coronavirus Act. But unlike the first stimulus bill, CBO didn’t provide a budgetary estimate to Congress prior to the vote. In fact, it only first provided a preliminary estimate on April 2, despite the bill’s impact on all sorts of federal programs, and its provision of “emergency supplemental” appropriations of tens of billions of dollars for everything from nutrition programs to unemployment insurance and paid family leave.

Then there’s the third stimulus bill, the CARES Act, the nearly $2.3 trillion stimulus package that the president signed on March 27. As before, at no point did CBO provide a public estimate for the law’s impact – it still hasn’t – and the best breakdown we have comes from the non-partisan Committee for a Responsible Federal Budget. It’s great analysis, as always, but it’s also not a substitute for an official estimate from the government office that’s supposed to do this work.

It’s a huge problem for the public and policymakers alike when we don’t get official estimates of how legislation will impact our lives. This is especially true when it involves bills that lead the president to joke that “I never signed anything with a T on it” before as he enacts them into law.

In the rush to pass economic assistance legislation, the last thing many in Congress would want is more emphasis on its cost. That’s especially true when you consider that one of the most hotly debated items, direct cash payments to all Americans, consists of less than $300 billion of the bill’s price tag — not even 13 percent of the total.

Now discussions are already shifting to what should be in the next round of stimulus, with House Speaker Nancy Pelosi (D-Calif.) suggesting that a massive infrastructure bill is on the horizon, among other things. If the last few weeks are any guide, it seems unlikely we’ll see an advance estimate of any further legislation either.

Critics on the left and right have noted that the question of how we plan to pay for the stimulus has been thrown out the window. But apparently so has the more basic question of “exactly what will it cost in the first place?”

The CBO provided budgetary estimates for just about every major piece of legislation in recent memory. There’s the Affordable Care Act, the Tax Cuts and Jobs Act, attempts to repeal the Affordable Care Act, farm bills, defense authorizations and yes, even past stimulus bills. Never has there not been an estimate produced for a bill that promises to have such a massive impact on the federal budget.

Most members of Congress almost certainly would have voted for the legislation anyway, even if CBO had produced a score of its true cost. But don’t we at least owe it to ourselves to know before pulling that trigger?

Rep. John Yarmuth (D-Ky.), chairman of the House Budget Committee, threw cold water on calls from moderate Democrats to hold off on passing the party's sweeping social spending package until a cost estimate from the Congressional Budget Office (CBO) is released.

“When you have most of the bill is written in a way that you know what the amount is — I mean, if you say you're gonna spend $400 billion on child care and pre-K education, that's what you're gonna spend,” Yarmuth told reporters while heading into a caucus meeting on Tuesday.

“So, you know, it's a little bit different on the revenue side, because that's more uncertain. But I think anybody who doesn't think they have a pretty good idea of the net investment of this bill is not really taking the time to look at it,” he added.

Yarmuth’s comments came shortly after sources told Punchbowl News that five House moderates are pushing for a CBO score on the legislation before the bill is brought to a floor vote. They are Reps. Stephanie Murphy (D-Fla.), Jared Golden (D-Maine), Kurt Schrader (D-Ore.), Jim Costa (D-Calif.) and Ed Case (D-Hawaii).

Misforstå mig heller ikke her når jeg skriver “make it or break it”. Det er blot ift. det blue sky scenarie jeg har skabt i MIT hoved - jeg ser nemlig disse to afgørelser som værende meget vigtige for REC. Fremtiden ser lys ud, og en solar supply chain vil blive etableret i USA uanset, med disse markedsudsigter taget i betragtning. Alt andet bliver for dumt at diskutere, syntes jeg. Lovgivningen vil blot sørge for at det går hurtigere, og bliver mere eksplosivt når det tager fat - tror jeg.

Hvorfor var støtte fra republikanerne uventet? Infrastrukturloven gikk jo igjennom senatet med bipartisan støtte. Når det gjelder BBB så er de avhengig av 100% støtte fra demokratene i Senatet, da ingen republikaner kommer til å støtte loven. Det synes per nå, at med litt mer innrømmelser ovenfor konservative demokrater, så kommer loven til å bli vedtatt, da forutsatt at dens virkning på økonomien er som forutsatt (ref. utredingen som skal foretas nå).
Synes ellers at disse pakkene blir veldig vektlagt i forhold til Rec sine muligheter. Ikke glem at KIR er i full gang med å sikre kapital til en gigantisk verdikjede innen fornybart, herunder sol og batteri, og at REC uansett kommer til å være en viktig brikke i den sammenhengen.

Torvund sa vel mer eller mindre at ML blir åpnet uansett uavhengig om det blir tax free eller ikke. Det blir tax free for bedrifter i usa som skal satse på det grønne. Nå er det bare å lene seg tilbake å være med på en ny epoke i rec sin historie, kursen konmer til å kjøre en vei fremover og det er opp, noe. prosent hver uke frem mot jul.
