MOSES LAKE — A bill proposed by Sen. Judy Warnick, R-Moses Lake, to give tax breaks to companies seeking to build solar panels in Washington is expected to get a hearing in the Senate Ways and Means Committee on Thursday.
Warnick said Senate Bill 5849, is “moving through” the Senate, and is scheduled for a committee hearing on Thursday, Feb. 17. Warnick said the measure is not bound by the Feb. 15 cutoff rules that apply to policy bills because it’s a tax incentive.
“And it’s necessary to implement the budget,” she said.

Here's how Democrats can sweeten the deal for Manchin to back Biden's big spending bill
Democrats are likely to wait and try to pick up smaller pieces sometime in the spring, given Sen. Joe Manchin of West Virginia threw more cold water on new federal spending this week.

"The past 12 months have been a turbulent time for PV manufacturing. Rapid and impressive developments in technology have been accompanied by price increases up and down the supply chain, and energy shortages weighed on production in the second half of the year. Chinese n-type module manufacturer Jolywood is now pressing ahead with ambitious expansion plans despite the disruption."
...
"This year, PV manufacturing has been hit with rising prices and supply chain disruption – how has Jolywood been affected?
This has caused us a lot of headaches this year, it’s true. Due to control of energy consumption policies in China, we have had to cut down on production. And we have had other difficulties along the value chain. For example, one of our suppliers sent us a notification that they would have to cease production for four whole days. It is difficult to secure materials for our production, and many suppliers are in a similar situation.
Silicon prices have also increased dramatically, and with this energy control policy, silicon manufacturers are unable to expand their capacity – so this could be an ongoing problem into next year."

Mange takk Flyers!
"The large-scale commercial facility will be
the first and largest silicon-carbon anode material plant globally that will
enable lithium-silicon batteries and accelerate the electrification of
everything. The full-scale facility is expected to break ground in 2021, with
the capacity to bring 12,000 tons/year of advanced silicon battery materials to
the global Li-ion market by 2023."
...
"At its core, this partnership is aimed at driving battery innovation forward to
meet demand for next-generation Li-ion batteries," said Tore Torvund, CEO &
President, REC Silicon. "With Group14, we're creating a domestic supply chain
capable of producing industrial-scale levels of innovative battery materials."
...
"We are looking ahead to mitigate potential global supply chain disruptions, and
this partnership with REC Silicon in our home state of Washington allows us to
source a key commodity precursor locally, reliably and sustainably," said Rick
Luebbe, Co-Founder and CEO, Group14 Technologies. "REC Silicon produces the
highest-quality silane with the lowest carbon footprint, allowing us to develop
clean lithium-silicon battery materials to enable the electrification of
everything.""

We are writing to respectfully request that you review whether the Chinese solar panel company Longi,
metallurgical-grade silicon and solar-grade polysilicon producer East Hope, photovoltaic materials
supplier GCL New Energy, and polysilicon manufacturer Xinjiang Daqo meet the criteria for designation
under the Uyghur Human Rights Policy Act (as amended by the Uyghur Forced Labor Prevention Act),
the Global Magnitsky Human Rights Accountability Act, and any other relevant provision of law.
...
Since the Uyghur Human Rights Policy Act passed into law in June 2020, not a single entity has been
designated under the authority. Now, those sanctions have been augmented by the Uyghur Forced Labor
Prevention Act. Due to these concerns, we supported an amendment to the America COMPETES Act
which passed the House of Representatives yesterday in a bipartisan vote, which required a determination
into whether the aforementioned companies meet the criteria for designation under both laws for their use
of forced labor.
We would like a response to the following questions before February 11
th, 2022:
(1) Does Longi meet the criteria for designation as a Specially Designated National (SDN) under the
Uyghur Human Rights Policy Act, the Uyghur Forced Labor Prevention Act, the Global Magnitsky
Act, or any other provision of law? If not, why not?
(2) Does Xinjiang Daqo meet the criteria for designation as an SDN the Uyghur Human Rights Policy
Act, the Uyghur Forced Labor Prevention Act, the Global Magnitsky Act, or any other provision of
law? If not, why not?
(3) Does East Hope meet the criteria for designation as an SDN the Uyghur Human Rights Policy Act,

If not, why not?
(4) Does GCL meet the criteria for designation as an SDN the Uyghur Human Rights Policy Act, the
Uyghur Forced Labor Prevention Act, the Global Magnitsky Act, or any other provision of law? If
not, why not?
(5) Does Special Climate Envoy John Kerry have any vested interest in China’s solar panel industry?
If yes, how is your administration going to address this apparent conflict of interest?
Thank you for your time and attention to this matter.
Sincerely,

Helt sikkert feil tråd men men

STATEMENT BY US SECRETARY OF LABOR WALSH ON INTERNATIONAL LABOUR ORGANIZATION REPORT CITING SERIOUS SITUATION IN XINJIANG

STATEMENT BY US SECRETARY OF LABOR WALSH ON INTERNATIONAL LABOUR ORGANIZATION REPORT CITING SERIOUS SITUATION IN XINJIANG
WASHINGTON – U.S. Secretary of Labor Marty Walsh issued the following statement on the International Labour Organization’s Committee of Experts on the Application of Conventions and Recommendations report:
“The International Labour Organization on Wednesday shined a spotlight on the serious situation and human rights abuses taking place in Xinjiang, China. The ILO’s Committee of Experts on the Application of Conventions and Recommendations, in its annual report on countries’ compliance with international labor standards, expressed “deep concern” regarding the People’s Republic of China’s policies towards the Uyghur and other mostly Muslim minorities in Chinas far western Xinjiang Uyghur Autonomous Region.
“The Committee of Experts on the Application of Conventions and Recommendations requested that the PRC’s government take steps to promote equal employment opportunity and treatment without discrimination based on race, national extraction, religion or political opinion; and revise national and regional polices that use vocational training and rehabilitation centers for political re-education based on administrative detention.
“The Department of Labor calls on the PRC to take the steps requested by the Committee of Experts, and to end its abuses of the predominantly Muslim Uyghurs and members of other ethnic and religious minority groups in Xinjiang, as well as its use of these groups for forced labor in Xinjiang and beyond.
“The Department of Labor is committed to empowering workers at home and abroad, including by uncovering and combating forced labor in all its forms. Our reporting on forced labor identified ten products made with forced labor in Xinjiang, including cotton, textiles, tomatoes, hair products and polysilicon. Many trusted sources confirm that the People’s Republic has arbitrarily detained more than one million Uyghurs and other mostly Muslim minorities in Xinjiang. An estimated 100,000 Uyghurs and other ethnic minority ex-detainees in China may be working in conditions of forced labor following detention in re-education camps.”

The Solar Futures Study and Supporting Reports
The Solar Futures Study, initiated by the U.S. Department of Energy (DOE) Solar Energy
Technologies Office and led by the National Renewable Energy Laboratory (NREL), envisions
how, over the next few decades, solar could come to power 40% or more of U.S. electricity
demand, dramatically accelerating the decarbonization of buildings, transportation, and industry.
Through state-of-the-art modeling, the Solar Futures Study is the most comprehensive review to
date of the potential role of solar in decarbonizing the U.S. electric grid and broader energy
system. However, not all the detailed analysis that informed the Solar Futures Study could be
included within its pages. This further analysis is collected in additional NREL reports, each
dedicated to a different technology or socioeconomic concern.
This report, Environmental and Circular Economy Implications of Solar Energy in a
Decarbonized U.S. Grid, focuses on a particular set of environmental, economic, and social
considerations related to the decarbonization of the U.S. energy system.
The Solar Futures Study Reports
• Solar Futures Study (main report published by DOE)
• Research and Development Priorities to Advance Solar Photovoltaic Lifecycle Costs and
Performance
• The Role of Concentrating Solar-Thermal Technologies in a Decarbonized U.S. Grid
• The Demand-Side Opportunity: The Roles of Distributed Solar and Building Energy

A prominent company at the heart of China’s semiconductor self-sufficiency drive has been red-flagged by the US, signalling that rivalry between the world’s two-largest economies over strategic technology is intensifying.
Shanghai Microelectronics (SMEE), which is perhaps Beijing’s best current hope to produce machines that can manufacture advanced chips, was one of 33 Chinese entities added to an export watch list by the US Commerce Department on Monday, a move that could restrict the company’s imports of US technologies and products.

PRESS RELEASE:
Worldwide Silicon Wafer Shipments and Revenue Set New Records in 2021, SEMI Reports
MILPITAS, Calif. — February 8, 2022 — Worldwide silicon wafer area shipments in 2021 increased 14% while wafer revenue rose 13% compared to 2020, topping $12 billion, to reach new all-time highs, the SEMI Silicon Manufacturers Group (SMG) reported in its year-end analysis of the silicon wafer industry.
Silicon shipments totaled 14,165 million square inches (MSI) compared to 12,407 MSI shipped in 2020 to meet surging broad-based demand for semiconductor devices and a wide variety of applications. 300mm, 200mm and 150mm wafer sizes all saw strong demand. Wafer revenue reached $12,617 million, surpassing the previous record of $12,129 million set in 2007.
“The robust year-over-year growth in silicon wafer area shipments and revenue reflects the heavy dependence of the modern economy on silicon wafers,” said Neil Weaver, outgoing chairman SEMI SMG 2018-2021 and vice president, Product Development and Applications Engineering at Shin Etsu Handotai America. “Wafers are the engine of digital transformation and new technologies that are reshaping how we live and work.”

As evidenced by WACKER's recent announcement, there is a growing market demand for sustainable, low-carbon solar, driving activity across the solar supply chain.
Diversifying solar manufacturing through expansion in low-carbon economies will help secure a more resilient, sustainable global solar supply chain that is able to reliably supply growing solar demand.
The future of solar is ultra low-carbon.
