Manchin har eierinteresser i kull og tjener millioner på og vil tjene enda mer hvis USA ikke banker gjennom SEMA men istedenfor fortsetter med fossilt brensel, deriblant kull….

Manchin on Tuesday evening said now is not the time for the United States to try to cut down dramatically on fossil fuel production when the president and European allies are imposing severe new sanctions on Russia, a major producer of oil and natural gas.

He said that the United States not only has to be energy independent but also has to help make up for the potential loss of Russian energy shipments to Europe and other countries participating in the new sanctions.

"We have to work with our allies to backfill where areas need help around the world," he said.

He reiterated his call for the United States to stop buying 600,000 barrels of oil and petroleum products per day from Russia.

Vi håper jo på det, men nå kjenner jeg på en liten tvil ift til Manchin. Det har ikke kostet ham noe politisk så langt å gå mot Biden. Kan det tenkes at han ikke stemmer for SEMA for å sikre sine interesser i kull industrien? Fyren er 74 og har uansett sikkert ikke tenkt til å ha en så lang politisk karriere fremover uansett. Han er muligens mer opptatt av å sikre verdiene i kullselskapet han og familien har eierinteresser.
Vet vi om enkelte republikanere er positive og vil stemme for?

Angående republikanerne vet vi ingenting, men om demokratene ikke blir enstemmige, trenger vi plutselig 60 prosent stemmer. Det var inntil nå lite trolig at mange nok republikanere vil stemme ja, men Putin kan jo ha bedret denne oddsen noe.

For REC sin del vil det nok uansett komme nok kunder, fordi verden trenger grønn energi som aldri før. Men det MÅ komme en avgjørelse på Biden-politikken først, da ingen vil tegne kontrakter og dermed miste pressmidlene sine overfor politikerne.

I følge han selv, kommer han ikke til å stemme for noe som heter BBB. Det har han vært tydelig og sta på. Det holder ikke med justeringer og tilpasninger, uansett hvor store de er. The SEMA Coalition estimates that deployment incentives and manufacturing tax credits could lead to 30 GW of domestic solar module manufacturing capacity by 2025, along with 18,000 direct manufacturing and 60,000 indirect jobs. The group members also have plans to “have an entirely domestic solar manufacturing supply chain capable of exceeding domestic demand with nearly 100% American panels, resulting in approximately a total of 30,000 direct manufacturing jobs and over 100,000 indirect jobs by 2030 throughout the solar supply chain.”

According to Solar Market Insight 2021 Year in Review report, utility-scale solar prices increased by 18% in 2021 due to continued supply chain disruptions, unfair trade actions, and federal policy uncertainty. As a result, 13% of utility-scale solar projects that were slated for completion in 2022 are now delayed by at least a year or cancelled outright.

Passing clean energy manufacturing incentives can dramatically reduce shipping and import costs, helping the solar industry meet demand with U.S.-made products. In addition, having more American-made products will help protect the industry from global disruptions and ensure every piece of technology that goes into a solar energy system, including cyber-secure power electronics, has American interests at heart.

Today, America’s solar manufacturing sector consists of 7.7 gigawatts (GW) of module capacity. This is only a small fraction of what the market needs, but it also demonstrates an incredible opportunity for growth. For perspective, the U.S. installed 23 GW of new solar capacity in 2021, but we’ll need to install over 100 GW annually to hit President Biden’s climate goals. Module prices are to remain elevated for the next 18 months at least, with any additional manufacturing capacity set to be quickly swallowed by soaring demand and capacity addition outside of China considered risky, Finlay Colville, head of market research at Solar Media, has said.

Speaking at the Solar Finance and Investment Europe (SFIE) event in London, organised by PV Tech publisher Solar Media, Colville said the demand for solar modules has increased beyond recognition in the past year and particularly since the COP26 climate conference in Glasgow in November.

“I’ve never seen such a big change in a 12-month period,” said Colville, adding that everywhere was now fighting to get access to a limited supply of modules.

He said demand for modules is about 25-30% higher than what the industry can supply and that roughly 30% of modules produced today never leave China, meaning the rest of the world is vying for the remaining 70%.

Polysilicon production remains an obvious bottleneck. For the past 18 months, as demand for modules and in turn polysilicon surged, producers were not able to sufficiently increase production capacity to meet that demand. This was compounded by natural events and energy constraints curtailing production in China.

Entering a period of robust growth
In 2022, the global semiconductor chip industry is expected to reach about US$600 billion. But while it’s still dwarfed by farming, oil, and gas—industries that are worth an annual US$10 trillion and US$5 trillion in revenue respectively—80% of the world’s food or fuel doesn’t come from a handful of manufacturers concentrated in a just a few countries.

Across multiple end markets, the absence of a single critical chip, often costing less than a dollar, can prevent the sale of a device worth tens of thousands of dollars. Based on our analysis, the chip shortage of the past two years resulted in revenue misses of more than US$500 billion worldwide between the semiconductor and its customer industries, with lost auto sales of more than US$210 billion in 2021 alone.

WASHINGTON—March 16, 2022—The Semiconductor Industry Association (SIA) today applauded introduction in the House of Representatives of the Facilitating American-Built Semiconductors (FABS) Act, bipartisan legislation that would establish an investment tax credit to incentivize semiconductor manufacturing, design, and research in the United States. The bill was introduced today by Reps. McCaul (R-Texas) and Matsui (D-Calif.). Original co-sponsors include Reps. Mike Kelly (R-Pa.), DelBene (D-Wash.), Stefanik (R-N.Y.), Kildee (D-Mich.), Katko (R-N.Y.), Slotkin (D-Mich.), and Meijer (R-Mich.). Similar legislation (S. 2107) was introduced in the Senate by Finance Committee Chair Wyden (D-Oreg.), Ranking Member Crapo (R-Idaho), and other bipartisan co-sponsors.

“Semiconductors form the nerve center of America’s economy and national security, and incentivizing domestic chip research, design, and manufacturing is a national priority,” said John Neuffer, SIA president and CEO. “The FABS Act introduced today would incentivize semiconductor companies to manufacture and design more of the chips our country needs on U.S. shores, spurring private investments and creating American jobs. We strongly support enactment of the House bill and appreciate its inclusion of a credit for both manufacturing and design to help bolster the chip ecosystem in the United States. Coupled with funding the CHIPS Act, enactment of a tax credit for semiconductor manufacturing and design as set forth in the House’s FABS Act are parts of a complementary, holistic strategy, and both are needed to produce robust, predictable, and durable incentives to restore U.S. semiconductor leadership. We applaud all the bill co-sponsors for their leadership on this issue and urge leaders in Congress to swiftly enact the bill and fund the semiconductor manufacturing incentives and research provisions in the CHIPS Act.”

The bill is another indication Congress is prioritizing incentives to strengthen the semiconductor industry in the U.S. A similar bipartisan investment tax credit bill was introduced in the Senate on June 17, 2021. Additionally, on Feb. 4, 2022, the House passed critical CHIPS Act investments totaling $52 billion to strengthen domestic semiconductor manufacturing and research as part of competitiveness legislation, the America COMPETES Act of 2022. The Senate passed the same level of funding for the CHIPS Act as part of its version of competitiveness legislation, the United States Competition and Innovation Act (USICA), in June 2021. House and Senate leaders must now work on reconciling differences in the bills and passing bipartisan legislation to be signed by the president. A semiconductor investment tax credit, as called for by the FABS Act, is an important complement to the manufacturing incentives and research investments in USICA and America COMPETES.

The share of modern semiconductor manufacturing capacity located in the U.S. has decreased from 37% in 1990 to 12% today. This decline is largely due to substantial manufacturing incentives offered by the governments of our global competitors, placing the U.S. at a competitive disadvantage in attracting new construction of semiconductor manufacturing facilities, or “fabs.” Additionally, federal investment in semiconductor research has been flat as a share of GDP, while other governments have invested substantially in research initiatives to strengthen their own semiconductor capabilities, and existing U.S. tax incentives for R&D lag those of other countries. Furthermore, global semiconductor supply chain vulnerabilities have emerged in recent years that must be addressed through government investments in chip manufacturing and research, according to an SIA-BCG study.

A combination of grants, tax credits, and research investments is needed to turbocharge U.S. semiconductor production and innovation. Enacting a strengthened FABS Act and funding the CHIPS Act are essential components of this holistic, complementary approach to strengthening America’s semiconductor capabilities over the long term.

Back in November 2021, Reuters reported LONGi’s monocrystalline silicon wafer production capacity as 85 GW and solar module production capacity as 50 GW. It quoted LONGi Green’s President Li Zhenguo as saying that the firm is actively studying the market to build manufacturing plants beyond China, with possible locations being India, Saudi Arabia and the US as it is expensive to ship its China made products to the US owing to the import tariffs.

South Korea-based solar module manufacturer Hanwha Q-Cells announced that the Dutch Court of Appeal in The Hague has upheld the cross-border injunction against Longi Netherlands Trading B.V. that was previously imposed in early October by the District Court of Rotterdam. According to the preliminary decision of the Court of Appeal, the list of countries in which Longi is not allowed to sell the solar modules affected by the patent infringement proceedings has been expanded from nine to eleven.

The injunction provides that Longi Solar's Dutch subsidiary may not encourage customers to infringe the EP ‘689 patent in countries where Hanwha Solutions Corporation is the registered owner. Longi is not allowed to offer for sale, sell or distribute the affected solar modules in Belgium, Bulgaria, Germany, France, Hungary, Liechtenstein, Austria, Portugal, Spain, the United Kingdom and Switzerland. In addition, Longi is to send a list of its customers in these countries to Hanwha Q-Cells.

This announcement, while quite ambitious, is one of many solar manufacturing expansions we've seen in the US and EU. They raise an interesting counterpoint to the argument about the supposed higher prices of Western solar products.

Once it was true that Western solar manufacturers struggled to compete with China's low prices, but that has changed over time. All of the solar industry is now leveraging manufacturing scale and automation to reduce manufacturing costs and be price competitive. This is why we have seen the cost of PV-generated power drop by 90% since 2009; most of that has been driven by lower module costs, which now comprise less than half of the cost of a solar system.

Today, we are seeing dramatic expansion of PV manufacturing capacity across the supply chain outside of China. These companies would not spend hundreds of millions of dollars to build new plants if they could not be competitive.

Hvis Jay Inslee signerer til uka, og SEMA begynner å røre på seg, så kan det bli hyggelig frem mot sommeren.

Chinese module manufacturer Longi announced its intention to challenge the recent decision with which the court of appeal in The Hague, the Netherlands, has decided to extend the preliminary cross-border injunction against its Dutch subsidiary Longi (Netherlands) Trading B.V. in the patent dispute with South Korea-based panel maker Hanwha Q Cells.

“Longi is very disappointed about this judgement and starts preparation of appeal to The Supreme Court of the Netherlands and the European Court,” the company said in a statement, adding it considers this judgment of a pre-litigation relief measures are incorrect in the application of law in various aspects. “The Company firmly believes that the related products are not infringing any of Hanwha's rights in the 11 countries.”
