The Kurdistan Ministry of Finance stated, "The Kurdistan Regional Government delegation arrived in Baghdad this evening, headed by Awat Janab Noori, Minister of Finance and Economy."
The statement clarified that "the visit aims to discuss amendments to the budget law tables and resolve issues and obstacles that arise during the amendment of the law regarding the Kurdistan Region's share."
Earlier today, PM Al-Sudani's media office stated that the Prime Minister directed an extraordinary council session to be held next Sunday, May 19, to discuss the federal budget for 2024.
The current budget marks Iraq's largest in history, estimated at approximately $153 billion annually, with the Kurdistan Region anticipated to receive around 12.6% of the total.
Notably, the budget carries a substantial financial deficit of roughly $48 billion annually, the nation's highest recorded deficit, prompting concerns regarding potential repercussions amid oil price fluctuations.
The budget mandates a fixed price of $70 per barrel of oil and an exchange rate of 1300 dinars per US dollar for three years.
Iraq's oil export target is set at 3.5 million bpd, including 400,000 bpd from the Kurdistan Region. However, Kurdistan's exports have been suspended since March 2023 through the Ceyhan port in Turkiye after a compensation order by the International Chamber of Commerce related to "unauthorized" oil exports by the KRG between 2014 and 2018 without Baghdad's supervision.

Liker det de skriver om 70 dollar. Regner med DNO vil kunne sitte igjen med mer enn fra det lokale salget. Så får vi håpe de lager en nedbetalingsavtale på de 3mrd som staten skylder. Oslo, 16 May 2024 -- DNO ASA, the Norwegian oil and gas operator, today announced the completion of the acquisition of a 25 percent interest in the Arran field on the UK Continental Shelf by the Company's wholly-owned subsidiary DNO Exploration UK Limited from ONE-Dyas E&P Limited. The field is operated by Shell UK Limited (44.57 percent) and was brought on stream in 2021 as a subsea tie-back to the Shell-operated Shearwater A platform.
DNO's share of production of gas (principally) and liquids from Arran during the first four months of 2024 averaged 3,150 barrels of oil equivalent per day (boepd), up from the 2,000-2,500 boepd projected at the transaction announcement in February. Since announcement in February, drilling of the AN-4 infill well has been completed on time and budget; the well is scheduled to commence production later this year.
"Together with our recently announced acquisition of interests in multiple fields in the Norne area offshore Norway, Arran brings balance to our North Sea business by adding production to complement a strong development and exploration portfolio," said Chris Spencer, DNO's Managing Director. "Combined, the two transactions add more than 12 million barrels of oil equivalent and 5,000 boepd of production net to DNO, growing to more than 7,000 boepd by 2026," he added.

Jeg er kjempefornøyd, bare 3 mnd siden jeg kjøpte aksjer til drøye 9kr. Opp nesten 2kr aksjen og har fått 0.5kr aksjen i utbytte på toppen. Kjempeavkastning så langt. Jeg tror denne har mye oppside som det er, men når de kan bli enige om denne eksporten så blir det veldig bra!

Du får kommentere Norse, SPXL, der har du i alle fall interesser. I DNO eier du intet, og har forsøkt å så tvil om utbytte de siste to årene. Det virker som DNO ikke hører så godt etter på dine antakelser og betvilelser. Det er nok også tilfellet med restart av olje-eksport. Kanskje det er en årsak til at det gikk rally i kurdistan-broren Shamaran på selveste 17. mai....??

Jeg har Dno aksjer nå så der tar du feil ! Jeg vil ha med meg utbytte men går ut når jeg har fått det, blir penger av slikt vet du(hvis ikke kursen synker i mellomtiden). Norse er jeg nå også i pluss 😀 . Hvis kursen stiger på disse ryktene + utbytte så blir det topp men at det er en enighet om exporten har jeg null tro på.

Baisser sine egne aksjer, så vill ha med seg utbytte? Jaha..-haha. Noen er mere komplisert, ( les sammenskrudd) en andre liksom. Men for all del.., velkommen etter. Potensialet er nok mere kursutvikling fremover, en størrelsen på utbytte nå nærmest. Så får vi håpe Cinet har fått tak i noen "ekte rykter" iforhold til oljeeksporten . Fasit får vi vel på tirsdag eller utover uken.
Du lyver jo som det renner av deg Norse kjøpte du på 12 og solgte en del på bunn som du brukte til å kjøpe KOA på topp, jeg kjenner identiteten din og aksjehandlingen din består kun i store og mindre tap, du er en amatør som de proffe tar pengene fra. Alt er bare svada og intens hat mot de selskapene som du har tapt penger på.

SPXL. Siste handelsdag for å få med seg dette kvartalsutbyttet var 15. mai. Ex-utbytte-dag var 16. mai, så du trenger ikke sitte lenger på aksjene om du skal ha med deg utbyttet, men det kommer jo nytt om 3 måneder, så bare heng med!

Here's a clue, from the MNR only 4 weeks ago:-
"As the MOI well knows, there is no provision of the 2005 Constitution of Iraq that confers any power upon the FGI to “approve” contracts issued by the KRG. The legal basis for those production contracts is the 2007 KRG Oil and Gas Law, passed unanimously by the democratically-elected Kurdistan parliament. That 2007 law is acknowledged by the world’s leading constitutional and international lawyers as having a solid basis in the 2005 Constitution of Iraq. Those lawyers include the late Professor James Crawford, a Judge of the International Court of Justice, and more recently Judge Stephen Schwebel, a former President of the International Court of Justice. Both lawyers published their opinions. Those eminent opinions have, quite rightly, been the basis of hundreds of billions of dollars of investment, including a great deal of western investment, in Iraqi Kurdistan.
By contrast, the MOI relies on nothing more than a February 2022 “order” from a panel or committee of political appointees in Baghdad that asserts the unconstitutionality of the 2007 KRG law. While the MOI publicly refers to that committee as the “Federal Supreme Court”, everyone knows that it is no such thing. The so-called “court” was not convened in accordance with the relevant provisions of the 2005 Constitution. It is revealing that the MOI does not even argue for the legitimacy of that committee. As one would expect, the February 2022 “order” of the political committee is, like the Saddam-era orders on which it is modelled, almost comically devoid of even the most rudimentary legal reasoning. It is an embarrassment to the people of Iraq. The KRG executive pointed out this plain fact from the moment the “order” was issued, followed soon after by the KRG legislature and judiciary. The KRG judiciary is properly constituted, and it does not recognise the 15 February 2022 order as the decision of a court."
As far as the KRG the IOCs and the Iraqi Constitution are concerned, contracts issued by the KRG are not the concern of the Federal Government and the Federal Government has no powers whatsoever to go poking their noses into them.
Meanwhile Kurdish production is almost back up to pre pipeline closure levels and everyone except the Federal Government is making good money out of it including the Kurds the IOCs and the Turks with GKP making some $96 million a year profit.
So they're all happy to tootle along until September 19th next year which is now only 16 months away when the ITP agreement expires. This is what the DNO CEO recently said about that:-
"We do know that the pipeline will open within the next two years sometime, because the contract between Turkey and Iraq for the use of that pipeline ends next year, Turkey can then do with the pipeline what it wants without any further exposure to the legal side, that may be a factor in their thinking. So it won't be shut in forever. Once the existing arrangements end they will end and the pipeline will reopen.
In the meantime there's a lot of value to us in getting paid in advance, it's been no use to us having oil in the $60 a barrel range after all the adjustments in the past when we're getting paid zero for them, I'd rather have $30 in the hand rather than the promise of $60 somewhere where I can't quite reach or grasp it or it can be taken away from me. We're comfortable with this $10 million a month sum, we'd like to see it higher of course but we'll be fine."
And this is what we are told is the Turks take on the situation after Erdogan's visit last month:-
"While Iraq has been preparing to resume oil exports from Kirkuk to Turkey, Erdogan likely prefers resuming exports through the KRG's pipeline. Critics claim the agreement's political dimension is to maintain the KDP's power and continue its leaders' rule in the Kurdistan Region with Ankara's support."
And talking of Iraq preparing to resume exports through Kurdistan Fishkabour and Turkey using their newly refurbished pipeline, you told us that was going to happen by the end of April and that it demonstrated that Baghdad were in control.
So how's that one going, it seems to have gone very quiet.
The Kurds and the IOCs are in no hurry to make concessions on their constitutional and legal rights because they don't need to, all they have to do is wait it out until next September, and Erdogan has already indicated whose side he is on.
And in the meantime the so called Supreme Court has told the Federal Government that they have to keep paying the Kurds salaries.
So as far as I can see the only people who need to get this done pronto are the Federal Government, with temperatures in southern Iraq heading towards the high 40s and not a drop of rain for the next 6 months.
All looks pretty good to me.
