Bullish for Africa Energy - this was the first step Total and Africa Energy has been waitng for two years

The Act has been signed by the President but is not in effect yet. It will only come into effect on a date published in the Government Gazette. Which date will be when the Minister passes the regulations to the Act. The regulations are subject to a 30 day comment period and they still need to be published for comment by the Minister (who knows when that will be). Close to finish line but not quite over.
