The Collins Dictionary defines Extortion as the crime of obtaining something from someone, especially money by using force or threats the Qubec Government may have just become Canadas largest Extortionist.

1.The new Hydrocarbon regulations put in place five (5) days prior to the last election were based on pandering to the Green people to buy Votes and not based on Science or best practices in the Hydrocarbon Industry and were contrary to your own law .These Regulations are designed to Sabotage and kill the Qubec Natural Gas and Oil permit holders rights rendering these permits worthless , with the intent these permits would revert to the Qubec Government.

2. The forcing by Coercion by the Government to make permits worthless while they are demanding New annual Rent increases of 495% per year while preventing any Commercial development fits squarely under the legal definition of Extortion.

3. The Qubec Govt demands this large amount of Money each year in Rent and adds Impossible aspects to Regulations that are opposite to development or lose your company permits. For ten years ( we have paid for 10 Years ) while the Govt of Quebec has actively Sabotaged and prevented any Commercial development from these permits which results in the Impossibility of ever COMMERCIALLY DEVELOPING. You have changed all of the rules and Regulations to Full STOP any development .

4. TSX Investors in the Public markets as well as Public companies relied on the law, regulations and advice and Rules set out by the Government of Qubec and made large Investments in Qubec based upon your Rules and Regulations which you have now changed to prevent any development in the lower St. Lawrence /Qubec. As well as preventing Commercial development your Regulations have added Impossibility of Performance in that any development has been made Impossible by your convoluted regulations which impose Rules which are the exact opposite for development which amount to Impossibility of Performance, i.e. preventions of 1000 meters drilling resulting in a loss of over 90% of the permits, No fracking , ongoing and never ending Social acceptability reviews, hearings, more reviews, etc.

5. We are able to demonstrate clearly how the Government has shown a ongoing animus pattern of acting in Bad Faith over a ten year period while Sabotaging and preventing the Qubec Natural Gas and Oil sector while at the same time demanding Yearly Rents with other requirements while Stopping development which is an Abuse of Power.

6. The alternative to accepting your Extortion is to lose our Permits, and our Large Investments and to return these to the State ( in the case of Mundiregina Resources to lose over $7 Million dollars ) and overall the Quebec industry to lose approx.. $400 Million Dollars.

7. The Ministry of Energy has made all of the Quebec Natural Gas /Oil companies an Offer they cant refuse Take it or lose everything today yet both choices are Identical , take the Extortion offer and spend many more Millions $$$ of Dollars and then lose the permits and they go back to the Govt. as you cannot Commercially develop or fight the Extortion offer and lose the permits and they revert back to the Govt.

8. Your Govt offers are Extortion, it is Theft by the Government of Qubec or as your Government calls it State Expropriation without Compensation something which is never done in a Democracy . However, since Venezuela and Qubec have both destroyed their own Natural Gas and Oil sectors, we can now see that Qubec under Mr. Legault chooses the Venezuela Model to Expropriate.

9. Everything that has been suggested to the Government of Quebec based on Best practices/Science has been rejected and yet the Government meets regularly with Green Social activists to discuss these ongoing developments. Your Bias and prejudice are overwhelming. You have shown a clear pattern of Abuse of process and acted in Bad Faith with both Malice and Malfeasance.

10. At the end of the process, Extortion no matter how it is explained by Qubec Politicians is always a Crime.

11. There are two lawsuits about to commence in March as well as the other companies and Individuals organizing Class Action Lawsuits ( companies and TSX Shareholders )
