The actual change in both the Earth's axis and time of day are rather tiny (but still measurable) events. The change in rotational speed is measured in one or two micro seconds - not seconds. The change in what is termed the "figure axis" (of rotation) changes by a few centimetres after a massive (9.*) subduction plate earthquake due to simple shifting of mass factors.

There is nothing "inexplicable" about any of this - it is basic physics. The seasons themselves will not shift by 2-3 weeks - any effect at all would be barely measurable (seconds?) and is not an "issue."

There may very well have been strange atmospheric effects visible during and following such an event - however when you understand how neuroscience works you also understand that there are far more reasonable explanations than the invoking of extraterrestrial "UFO's" and "Alien intervention!"

The truth of all that happened is by necessity "sanitized" - but that does not mean that it is not very well understood by those with the detailed technical and scientific knowledge of how these things work and can model all the more unknown and unknowable elements involved.

The dangers of placing a nuclear power station in an area likely to be affected by a highly probable and nonetheless expected tsunami event is self evident. But that is popular politics and cutting corners for you - the more corners you cut and risks you take - the more likely you are to get bit in the arse - and badly bitten! This is not a difficult concept and all the scientific risks should have been well known and even better understood.
