I hvert fall i 2021. Men NODL derimot.......

CNOOC sets 2020 capex at $13.7 billion in push to boost production

China’s CNOOC Limited has said that its capital expenditure for 2020 is budgeted at up to $13.7 billion as the company pursues an increase in its oil and gas reserves and production with 227 exploration planned to be drilled during the year.

CNOOC said on Monday in its business strategy and development plan for the year 2020 that the company’s net production for 2019 was expected to be approximately 503 million barrels of oil equivalent (BOE).

The company’s targeted net production for 2020 is 520 million to 530 million BOE, of which, production from China and overseas accounts for approximately 64% and 36%, respectively.

The company’s net production for 2021 and 2022 are estimated to be around 555 million BOE and 590 million BOE, respectively.

The company’s total capital expenditure for 2020 is budgeted at RMB 85 billion ($12.3B) to RMB 95 billion ($13.7B). The capital expenditures for exploration, development, production and others will account for approximately 20%, 58%, 20% and 2% of the total capital expenditure, respectively.

In 2020, the company plans to drill 227 exploration wells and collect approximately 27 thousand square kilometers 3D seismic data.

Ten new project to come on stream in 2020

In 2020, ten new projects are expected to come on stream, namely Penglai 19-3 oil field block 4 adjustment/Penglai19-9 oil field phase II, Qinhuangdao 33-1 South oil field phase I, Bozhong 19-6 gas field pilot area development project, Luda 16-3/21-2 joint development project, Nanbao 35-2 oil filed S1 area, Jinzhou 25-1 oil field 6/11 area, Liuhua 29-1 gas field development project and Liuhua 16-2 oil field/20-2 oil field joint development project in offshore China, Liza oil field phase 1 in Guyana and Buzzard oil field phase II in the UK.

Among which, Liza oil field phase 1 in Guyana has already come on stream ahead of schedule.

Xu Keqiang, CEO and the President of the company, said, “In 2020, the company will steadily increase its oil and gas reserves and production, pursue profitable reserves and production, lay a solid foundation for high-quality development through technology innovations and management enhancement, and create excellent returns for our shareholders.”

OMV produces first gas from Larak field off Malaysia

Malaysia’s SapuraOMV Upstream has produced first gas from the Larak
gas field offshore Malaysia following the start-up at the end of December.
SapuraOMV said on Monday that the first gas from Larak field, located in the SK408 production sharing contract (PSC), was delivered within budget.

The SK408 gas fields are part of discoveries made by SapuraOMV in a drilling campaign in 2014. The fields are tied back into an existing processing facility and gas is transported through existing pipelines for onward gas processing at Petronas LNG complex in Bintulu.

SapuraOMV’s partners under SK408 PSC are Sarawak Shell Berhad and Petronas Carigali with 30 percent stakes each.

According to the company, the development of SK408 aims to commercialize gas reserves from the Gorek, Larak and Bakong fields, which will help meet the growing gas demand in Asia.

Johann Pleininger, executive board member responsible for upstream and deputy chairman of OMV, added: “This production start is a positive signal and demonstrates OMV’s commitment to the Asia-Pacific hub. It shows once more the strengthening of the gas focus in our production portfolio.”

The SK408 development is SapuraOMV’s second major upstream gas development project in East Malaysia, following the successful development and commencement of production from the SK310 B15 gas field.

Following the full ramp-up of the first phase of SK408, comprising the Gorek, Larak, and Bakong fields, SapuraOMV’s production is expected to increase to more than 30 kboepd, with the majority being gas. The company’s ambition is to reach a production of 100 kboepd by exploration and M&A within the next six to seven years.

To remind, SapuraOMV took a final investment decision (FID) to develop the three fields as Phase 1 of the SK408 PSC in April 2018. The FID followed the field development plan approval from Petronas and concurrently, the signing of the key terms to the gas sales agreement for Phase 1 of the SK408 gas field development.

It is also worth noting that SapuraOMV and Shell’s Malaysian subsidiary reached agreements with Petronas in September 2019 for the sale of gas which would be produced from the SK408 development.

Is Chevron's $11B Write-Down an Oilpatch Warning?

In December 2019, American oil major Chevron announced a major write-down of some $11 billion in the value of its assets, including its gas holdings in the Appalachia region, a deep-water Gulf of Mexico project and its proposed Kitimat LNG export project in British Columbia. In fact, Chevron’s Appalachian shale projects contributed to more than half of a massive impairment charge that the company reported for the last quarter.

This write-down is in response to Chevron’s own long-term forecast for oil and gas prices, which predicted much lower energy prices than previously. In Relevant igjen

December Chevron Chief Executive Mike Wirth in an interview with the Wall Street Journal said: “We have to make the tough choices to high-grade our portfolio and invest in the highest-return projects in the world we see ahead of us; and that’s a different world than the one that lies behind us.”

Decision makers at Chevron have realized the company is facing a market surplus in both oil and gas worldwide, which is impacting profit margins. As a result of such factors, it is becoming increasingly difficult to justify investment in large gas fracking projects, especially with the prospect of slowing demand. Is it time to change the industry’s exploration strategy to more profitable targets?

It is likely that this California-based oil major will not be alone amongst oil companies announcing that their holdings in terms of market value are likely to be worth significantly less than previously estimated. This is because of current market conditions that are resulting in many American fracking projects failing to break even, and fluctuating public/investor concerns about the long-term future of the industry.

The Appalachia problem

A recent study by Institute for Energy Economics and Financial Analysis (IEEFA) found that for many operators, investing in Appalachia fracking operations has resulted in losing money. In its recent study published in November 2019, Negative Cash Flows Highlight Struggles of Appalachian Fracked Gas Producers,[i] the results found that at least seven of the largest frackers in the region had burned through half a billion dollars in the third quarter of 2019. The writers of the report found that, “Despite booming gas output, Appalachian oil and gas companies consistently failed to produce positive cash flow over the past five quarters.”

The IEEFA study discovered that of the seven companies examined, five enterprises were losing money, including Antero Resources, Chesapeake Energy, EQT, Range Resources, and Southwestern Energy. However, only Cabot Oil & Gas and Gulfport Energy were making a profit in the third quarter.

In fact, Chevron’s decision to sell its Appalachian holdings is not new; other oil companies have grown disappointed with fracking prospects in the region. For example, Reliance Industries Ltd. purchased Pennsylvania Marcellus (PM) assets in 2010, but sold its PM holdings in 2017, at a loss for a third of the original price it had paid.

Also, Texas-based Noble Energy Inc., made a $3.4-billion joint venture investment with CNX Resources in 2011, but six years later, it sold its stake in the venture for more profitable opportunities elsewhere.

Difficult times
Chevron is not the only oil business responding to difficult times. Oil contractor Schlumberger, together with oil majors BP and Repsol have made similar announcements about asset write-downs recently. With Schlumberger it made a write down of some $12.7 billion in October 2019, as a result of reduced fracking activity throughout the US. BP made a write-down of $2.6 billion in assets, whilst Spain’s Repsol took a $5-billion impairment. Repsol also said that it would try to transform its business, aiming to achieve net-zero emissions by 2050.

Because of current difficult market conditions it seems unlikely that oil companies will see the hefty profit margins of the past in the near term. This is especially so with the impact of improved energy efficiency, growth of the renewables sector and the growing electrification of transportation.

Perhaps it is not surprising that because of the current difficult prospects the industry is facing, that the recent Aramco IPO was rushed and limited to local investors. Since, if Aramco had been listed on the world stock markets earlier in the year as originally promised, it is likely that international investor interest in Aramco would have proved very disappointing for the Saudi government.

One thing is clear--the American fracking business is facing interesting and challenging times.

SONANGOL'S SECOND RIG IS ALREADY ON THE WAY TO ANGOLA

The skip will call on NAMIBIA for various supplies, then going to Angola.

SONANGOL QUENGUELA is en route to the Republic of Namibia where it will dock at the port of Walvis Bay to load Drill Pipes and various other Drilling equipment before sailing towards Angola, where it will carry out several Drilling projects. Sailing at a speed of 7.9 knots and scheduled to arrive on January 21 at 12:00.

The Quenguela, a 238m long vessel, has the capacity to operate in deep, ultra-deep and pre-salt waters, and will be available to carry out work at national and international level and will guarantee, in a first phase, employment at around 1,200 workers, between nationals and foreigners.

Remember that the Ship was released after being detained at 9 pm on October 15, 2019 in Malaysia. The drilling vessel did not have the necessary authorizations to navigate the waters of that Asian country. There were 43 crew members on board, from several different states at the time of detention.

The construction project for these ships was designed to comply with a strategy of the oil exploration program, which should guarantee new discoveries and the consolidation of reserves for the future, taking into account, fundamentally, the satisfaction of the country's needs. The materialization of these projects is reflected in the achievement of another milestone in the context of the relaunch of the Angolan oil industry towards the increase of production and national reserves. These ships will allow to overcome the challenges of the new frontiers of exploration and production, Sonangol increases the range of integrated services of the primary chain, reducing the dependence on external availability in the fulfillment of the exploration work programs ", as Carlos Saturnino, then Sonagol's PCA.

Quenguela is the second Drill Ship to arrive in the country in the group of 4 foreseen in the set of equipment to be operated by SONADRILL, the Joint-Venture created by Sonangol and Seadrill to do Drilling works in the national and international deep waters.
