Well, this was unexpected. Global carbon dioxide emissions flatlined last year as governments across the world embarked on an ambitious energy transition, according to latest data from the International Energy Agency.

"“After two years of growth, global emissions were unchanged at 33 gigatonnes in 2019 even as the world economy expanded by 2.9 per cent,” the Paris-based energy watchdog declared in press release this morning.

The agency, which advises mostly oil and gas importing countries on energy issues, attributed the flat growth to the greater role of renewable sources in power generation, fuel switching from coal to natural gas, and higher nuclear power generation. Other factors included milder weather in several countries, and slower economic growth in some emerging markets, the IEA said.

“We now need to work hard to make sure that 2019 is remembered as a definitive peak in global emissions, not just another pause in growth,” according to Fatih Birol, the IEA’s executive director. “We have the energy technologies to do this, and we have to make use of them all.”

Advanced economies led the declines, with the United States posting the largest emissions’ contraction on a country basis, with a fall of 140 million tonnes, or 2.9 per cent lower. The European Union also saw a 5 per cent decline, while Japan saw a 4 per cent drop. Coal-fired power generation in advanced economies fell by nearly 15 per cent as a result of growth in renewables, coal-to-gas switching, a rise in nuclear power and weaker electricity demand.


Canada’s carbon emissions were not available in the press release.

However, in the rest of the world, emissions grew by 400 million tonnes last year, with 80 per cent emitting from coal-addicted Asia.

While this is no time for advanced economies to rest on their laurels, the data suggests that emerging economies will have to play a greater role in reducing carbon emissions, given that majority of the higher carbon emissions are originating from developing economies.

The new data comes at a crucial time as Canadians are fighting over a gas pipeline export project in B.C., that is expected to help Asian countries switch from coal to natural gas. One reason why the EU was able to cut its emissions is that natural gas produced more electricity than coal for the first time ever in the economic bloc. The Asian economies can do the same, with a little help from Canada’s vast natural gas reserves — if the government, Indigenous groups and the industry can find a way."

Jeg vet ikke hvem barnehagegutten Chris85 er, men han er ikke Pick Up. Pick Up er gode gamle Ketchup fra NEC tiden. Pick Up har peiling, men har blitt veldig negativ til QEC, Det skyldes kanskje erfaringen fra NEC og frackeforbudet i New York State som vel kostet oss begge et sekssiffret beløp.
Pick Up / Ketchup og min ganle venn Domus har forøvrig "vært i tottene på hverandre" i snart 10 år, men Domus har som regel rett.

Det er mulig at Chris85 og StevepickXL er en og samme, for det kommer ikke noe annet enn synsing fra noen av dem.

Det enkleste er å blokkere Chrs85, eller StevepickXL eller PickUp som han også kaller seg. Disse folka fra miljøvernorganisasjonene vil alltid prate negativt om QEC, men de vil bli stillere mot sommeren.

'Questerre Administrator Appointed to Strategic Position in Legault Government

There seems to be more affinity than divergence between the government of the Coalition Avenir Québec on the one hand, and Questerre Energy Corporation and the gas industry on the other.

Adirector of Questerre Energy, an Alberta company that wants to revive the exploitation of shale gas in Quebec, has been discreetly appointed to a strategic position on the executive council, the Prime Minister's department.

The government announced in December the appointment of Alain Sans Cartier, without mentioning that he was a director of Questerre. For its part, Questerre announced that Mr. Sans Cartier was resigning from its board of directors to take up new challenges, but without saying which ones. He has been a member of the board of directors since 2013.

Mr. Sans Cartier, who was vice-president of public affairs at the Quebec Port Authority, was previously director of cabinet for Mario Dumont, when he represented the Action Democratique du Quebec in the National Assembly. His appointment to an important position on the executive council may mean nothing more than the recruitment of an experienced man who shares the objectives of the Caquist government.

But this appointment, which went rather unnoticed, is added to other information which shows that there is more affinity than divergence between the Legault government on the one hand and Questerre and the gas industry on the other.

Pascal Bergeron, an activist from the Gaspé who has been following the activities of the gas industry for years, reacted with suspicion when we informed him of the appointment of Mr. Sans Cartier. "I am concerned that the government will recruit a director from a company that has filed a lawsuit against him to appoint him to a critical post," he said.

Over the past decade, strong citizen mobilization has forced Philippe Couillard's Liberal government to ban the exploitation of shale gas in the St. Lawrence Lowlands. Since then, Questerre has gone out of its way to lift this moratorium.

The company is managed by Michael Binnion who defines himself as "a leader in the hydrocarbons campaign in Quebec as president of the Quebec Oil and Gas Association" (which is now called Association de l energy of Quebec). Mr. Binnion dreams of digging up to 10,000 wells between Montreal and Quebec and uses all strategies to achieve his ends.

He first launched a political action, inviting oil and gas companies to finance "Quebec Fier" , a group that wanted to bring down the government of the Quebec Liberal Party in the provincial elections in October 2018. This campaign amounted to supporting the Coalition Avenir Québec, main rival of the PLQ. Quebec Fier was inspired by "Ontario Proud", a group also supported by Mr. Binnion and who had helped to elect the conservative Doug Ford in Ontario a few months earlier.

Since the financing of political campaigns by businesses is illegal in Quebec, they could hardly respond to Mr. Binnion's invitation. In any event, the Liberals were defeated by the CAQ. One of the founders of Québec Fier, Jean-Philippe Fournier was then appointed political attaché to the office of the Minister of Finance, Éric Girard, in the new Caquist government.

Questerre then filed a lawsuit to strike down the provisions of the new Hydrocarbons Act. When the Center québécois du droit à l'Environnement expressed its intention to intervene in this litigation, the company concluded a “judicial break” with the government. Questerre decided to have a "discussion" with the government to "explore different options".

Questerre asked SNC-Lavalin to develop a new fracturing technology that it could describe as "clean". Then she mandated a lobbyist , Bruno Leblanc, "so that the government adopts a clean technology applied to gas production". It hopes that it will be able to obtain the necessary authorizations to test this supposedly “clean” technology in the Lowlands of the St. Lawrence. It would be much easier for him to do this experiment in his wells in Alberta, where there are no government constraints, but his goal is to breach the moratorium in Quebec.

Also for this purpose, Questerre has decided to acquire all of the rights to the licenses of its partner Repsol, which unlike it owns several wells in the Lowlands. To complete this acquisition, Questerre first had to have the plans to close the Repsol wells approved by the government.

Under the Hydrocarbons Act, the government requires companies to file plans to close their wells, whether or not they intend to close them. These plans are accompanied by financial guarantees. It is a way for the government to protect itself, as it does with the mining companies:

Egentlig helt utrolig at det fortsatt er mulig å handle QEC under 2kr. Dette begynner nå å ligge så klart opp i dagen hva som ligger i pipelinen iht overgangsenergi.
