«Brems og Gass + We are agile. We are flexible. We are resilient. We are DNO.»

Iraq's Kurdistan region to defer Nov-Feb oil payments - Genel Energy
Innkommet 17.04.2020 14:47
By Nerijus Adomaitis
OSLO, April 17 (Reuters) - Iraq's semi-autonomous Kurdistan
region will postpone payments for oil sales made between
November 2019 and February 2020 while committing to paying
regularly for the following months, London-based Genel Energy
said on Friday.
The Kurdistan Regional Government (KRG) pays international
oil firms, including Genel and Norway's DNO , to pump
oil on its territory.
"Payment of invoices relating to oil sales from November
2019 to February 2020 will be deferred, interest free, for at
least nine months," Genel said in a statement, citing a message
from the KRG.
"Should the oil price recover to about $50 a barrel, a
payment programme to recover the deferred invoices will be put
in place," it added. It did not say how much it stood to lose as
a result of the deferrments.
The price of crude has collapsed this year amid the COVID-19
outbreak, with Brent benchmark down some 60% year-to-date to
around $28 per barrel on Friday.
The KRG has however committed to settling further monthly
sales invoices by the fifteenth day of the following month and
Genel said it has already received the payment for
March.
Genel said it welcomed the KRG's steps to provide clarity
and predictability for overdue and future payments and was
seeking to clarify the repayment mechanism.
In a research note analysts at DNB bank said the payments
would help the short-term liquidity of Genel and DNO, but
payments remained challenging as the KRG needed an oil price of
between $50 and $60 per barrel to balance its budget.
Analysts at RBC said the deferred payments amounted to
around $300 million, with DNO accounting for three-quarters and
Genel the rest.
DNO was not immediately available for comment.
The Kurds, who control Iraq's only northern pipeline, have
exported oil independently since 2013. Iraq on Tuesday said the
Kurdistan region was included in oil production cuts as part of
an agreement between OPEC, Russia and other
producers.
Shares of Genel and DNO were trading up 3.3% and 5.7%
respectively by 1030 GMT.

KRG and Baghdad pledge to slash oil production as part of OPEC deal

“We discussed the issue of oil production both in the Kurdistan Region and the whole of Iraq within the framework of the agreement between the OPEC members and the countries outside OPEC,” Iraqi oil minister Thamir Ghadhban said at a press conference with Kurdish officials on Sunday. “As you are all aware, we announced yesterday that Iraq will abide by the measures to reduce its oil production in stages and that is a 23 percent reduction.”

"We agreed to reduce the production of oil based on the OPEC agreement," Kurdistan Regional Government finance minister Awat Shikh Janab said, echoing Ghadhban.

EXCLUSIVE-Russia orders companies to cut oil output by 20% from Feb levels -sources
Innkommet 20.04.2020 15:45
By Vladimir Soldatkin, Olesya Astakhova and Olga Yagova
MOSCOW, April 20 (Reuters) - The Russian energy ministry has
told domestic oil producers to reduce oil output by around 20%
from their average February levels, two industry sources told
Reuters on Monday, which would bring Moscow in line with its
commitment under a global deal.
The Organization of the Petroleum Exporting Countries and
other large oil producers led by Russia, a group known as OPEC+,
agreed to cut their combined oil output by 9.7 million barrels
per day (bpd) in May and June in order to combat oversupply
triggered by the coronavirus crisis.
With other countries, such as the United States and Norway,
which are not a party to the OPEC+ deal, the reduction in total
global oil output could be 20 million bpd, or a fifth of the
world's oil production.
Under the deal, Moscow has to cut its oil production by 2.5
million bpd from May and using the reference level of 11 million
bpd - the figure which includes crude oil only and exempts gas
condensate, a type of light oil.
Russia, where output of a gas condensate stands at 0.6-0.7
million bpd, does not give breakdown for production of oil and
gas condensate. In February, the combined output stood at 11.29
million bpd.
Sources, familiar with the plans, said the Russian energy
ministry told oil producers last week to cut their oil output by
19-20% from the levels of February, which would bring Moscow's
oil production level in line with the deal's targets.
The energy ministry and leading oil producers did not
immediately respond to requests for comment. Export volumes,
unlike production, have not been limited by the global deal.
Vagit Alekperov, head of Russia's No.2 oil producer Lukoil
, told Interfax news agency the company would reduce
its output by 40,000 tonnes per day (290,000 bpd).
Russian companies have significantly revised down their
plans for oil exports in May following the global oil output cut
deal by OPEC+, three company sources and two traders told
Reuters on Thursday.
So far this month, oil and gas condensate production in
Russia stood at 11.27 million bpd, an energy industry source
said, down from 11.29 million bpd on average last month.
Under the deal which expired at the end of March, Russia was
cutting oil production from its October 2018 level, or from 11.4
million bpd back then. Last year, OPEC+ agreed that Moscow would
exclude gas condensate production from its output quota.

OLJE: RUSSLAND BEORDRER PRODUSENTER Å KUTTE PROD.
