"Putin comments increase hopes of cut in oil supply
Russia, which has a huge oil industry, is set to join talks over reducing global crude production

Saturday April 04 2020, 12.00am BST, The Times"
"Oil prices rallied again yesterday after President Putin said that a deal with Opec and the United States to cut global supplies was possible.
“We can talk about a reduction in the volume of about ten million barrels per day, a little less, maybe a little more,” the Russian leader said.“Of course, all this must be done in a partnership. We are ready for co-operation with the United States of America on this issue.”"

"Alberta Premier Jason Kenney talking to Washington about tariffs on Saudi and Russian oilBY SPECIAL TO FINANCIAL POST
ORIGINALLY PUBLISHED: APR 4, 2020"
"LONDON — U.S. and Canadian officials are discussing the imposition of tariffs on Saudi Arabian and Russian oil imports if the two members of the OPEC+ group do not quickly reach a deal to end their price war.
Jason Kenney, the premier of Alberta, told the Financial Times he had held discussions with Washington about tariffs, as a global deal to reduce production appeared to be hanging by a thread."
"U.S. President Donald Trump has called on rival oil producers to cut production by as much as 15 million barrels a day, but said on Friday that tariffs “are one tool in the tool box” if Saudi Arabia and Russia do not quickly reduce supplies, threatening a deepening schism with Washington’s key Middle East ally."
"Kenney said “prospective import tariffs on oil coming into North America” were under discussion with Washington, even as he signalled Alberta would be open to participating with OPEC in cuts to oil supplies"
"Sonya Savage, Alberta’s energy minister, would dial into the online OPEC+ meeting this coming week, he said.
“OPEC+ started this fire and they have to put it out. We’re not going to surrender our industry and we’re prepared to go the distance here,” he said."
"Canadian provinces have autonomy over oil production policy, but joint tariffs with the U.S. would require federal approval from Ottawa.
U.S. officials confirmed the Department of Energy was studying whether tariffs would be a viable way to force Saudi Arabia and Russia’s hand, though the discussions are preliminary and among several other options."
"The White House declined to comment.
“The U.S. seems more likely to show up to next week’s OPEC+ virtual meeting with credible threats of reprisals than commitments to reduce production,” said Clearview Energy Partners, a Washington consultancy.
Trump has pushed Saudi Arabia and Russia to get a deal to remove as much as 15 per cent of global oil supplies, but the two countries remain at loggerheads, with an online OPEC+ meeting now pushed back from Monday until later in the week after the two sides traded barbs."

Blir det tariffer så stenges Usa og Canada utenfor det internasjonale markedet. Og det vil være svært skadelig for brent olje da alle vil unngå å selge til Us og Canada. Da går brent til 1$ per fat!

Kirill Dmitriev, one of Russia's top oil negotiators who also heads the sovereign wealth fund, says a deal is imminent, a month after oil prices tumbled due to the coronavirus pandemic and a price war between Russia and Saudi Arabia."
"Saudi Arabia and Russia are close to a deal on oil output cuts to reduce a global glut, a top Russian oil negotiator said on Monday, but details such as how to share out production curbs remained unclear ahead of talks planned for later this week.
"I think the whole market understands that this deal is important and it will bring lots of stability, so much important stability to the market, and we are very close," Kirill Dmitriev, one of Moscow's top oil negotiators who also heads Russian's sovereign wealth fund, told CNBC.
Dmitriev was the first to make a public declaration last month about the need for an enlarged supply pact, potentially involving producers outside the Opec+ group."

Russland vil kutte, men maks 1,5 millioner fat og kun hvis alle er med på det. Kan se ut som Rystad Energy får rett.
https://oilprice.com/Energy/Energy-General/Russia-To-Cut-1-Million-Barrels-Per-Day-But-Under-One-Condition.html
(Bloomberg) -- Russia would target a 1 million barrel-a-day cut in any new deal with other key oil producers, on condition the U.S. joins cuts, according to four people familiar with the sentiment in the industry.
The country’s President Vladimir Putin, who said that a reduction in global oil production of about 10 million barrels a days is possible and the nation is ready to participate in this “on a partnership” basis, won’t agree for Russia to take more than one-tenth of the global cuts, according to one of the people, who spoke on condition of anonymity because the matter isn’t yet public.
The idea to decrease global production by 10 million barrels a day, in response to the shrinking demand amid the coronavirus outbreak, was initially announced by the U.S. President Donald Trump earlier this week and then echoed by Putin at the meeting with Russian biggest oil producers and government officials.
The ministry’s press service did not respond to a request for a comment.
Russia’s cuts of roughly 1 million barrels per day would represent some 10% of the nation’s daily average output that reached 11.294 million barrels in March. The wider coalition of oil producers may demand more, in which case Russia may consider a cut of 1.5 million barrels per day, though the Kremlin may not like such a scenario, the other person said.
The OPEC+ meeting to try to end the oil price war is unlikely to go ahead on Monday as previously expected, as Riyadh and Moscow engaged on a war of words about who’s to blame for the collapse in oil prices.
The OPEC+ alliance needs more time for negotiations, a delegate familiar with the matter said, noting the meeting may still happen a few days later.
Yet any potential deal is already at risk following Trump’s meeting with U.S. oil industry executives Friday, in which he didn’t make any public declaration of a plan to curtail domestic output, saying that it’s a free market and up to Saudi Arabia and Russia to solve their price war.
The two de-facto OPEC+ leaders and architects of the previous pacts to reduce production signaled they are still far from reaching a new agreement. On Saturday, Saudi Arabia denied Putin’s comments claiming that the kingdom withdrew from the OPEC+ agreement.

KOMMENTAR: BRENT-OLJEPRIS OPP CA USD 0,70/FAT SIDEN STENGETID

"World oil prices rally as OPEC meeting starts"
"LONDON: The oil market jumped Thursday as OPEC and its allies began discussing output cuts after a collapse in demand due to the coronavirus and a Saudi-Russian price war.
“The 9th (Extraordinary) #OPEC and non-OPEC ministerial meeting has started. The meeting is being held via webinar in light of recent developments surrounding the #COVID-19 pandemic,” the crude producers’ grouping tweeted, sparking prices to sharply extend earlier gains.—AFP"

"Global pact to contain oil price crash takes shape
By JON GAMBRELL9 minutes ago
DUBAI, United Arab Emirates (AP) — The OPEC oil cartel and nations including Russia have agreed to boost oil prices by cutting as much as 10 million barrels a day in production, or a tenth of global supply. More countries, including the United States, were discussing Friday their own cuts in what would be an unprecedented global pact to stabilize the market.
The agreement between OPEC and partner countries aims to cut 10 million barrels per day until July, then 8 million barrels per day through the end of the year, and 6 million a day for 16 months beginning in 2021.
Mexico had initially blocked the deal but its president, Andrés Manuel López Obrador, said Friday that he had agreed with U.S. President Donald Trump that the U.S. will compensate what Mexico cannot add to the proposed cuts.
That paves the way for cuts that experts estimate could reach 15 million barrels a day in all - about 15% of world production. Such a move would be unprecedented both in its size and the number of participating countries, many of whom have long been bitter rivals in the energy industry."

Good article
"Not another drop of OPEC oil, everWe’d be in much better shape if Energy East had been built. Build it right now
Brian Zinchuk / Battlefords News-Optimist
APRIL 11, 2020 12:36 PM"
"I’ve held my tongue for a week now, so I’m just going to say it: Canada as a whole, and Alberta, Saskatchewan and Newfoundland in particular, would be in a much better place now, to deal with the COVID-19 crisis, if the federal government had not done everything it could since 2015 to stymie the oil and gas sector, killing around $200 billion in projects and investments."
"We just had an emergency session of Parliament with about 10 per cent of the MPs in their seats, to pass emergency spending measures beyond anything we’ve done before. The federal government is saying people will still be able to make their rent and mortgage payments, and that all those who lose their jobs due to the COVID-19 outbreak will get $2,000 per month. Yet on March 25, Prime Minister Justin Trudeau announced nearly a million people had already applied for Employment Insurance benefits.
Prior to this crisis, the largest economic crisis we have seen, ever, the federal government was running budget deficits to the tune of $28 billion per year. Oil producing provinces were also facing tough deficits, although Saskatchewan had, just recently, and oh-so-briefly, clawed itself out of that hole."
"Now governments will help everyone, in every sector, as nearly the entire economy is shut down to “flatten the curve” and slow the spread of the deadly coronavirus. And don’t get me wrong, I appreciate that. I am quite literally three-times over one of the vulnerable ones.
But this is where the anti-oil, anti-energy policies have come home to roost."
