Industry executives and analysts said solar panels from at least three Chinese companies have been targeted in recent weeks and several product detentions were confirmed by Customs and Border Patrol (CBP), The Washington Post reported.
According to CNN, China's Xinjiang region has evolved over the last two decades into a major production hub for solar panel parts supplying the rest of the world. Unfortunately, the report In Broad Daylight: Uyghur Forced Labour and Global Solar Supply Chains published in May of this year by Sheffield Hallam University suggested that much of the work to put together those parts might rely on forced labor. The companies have been exploiting the region's Uyghur population and other ethnic and religious minorities to produce goods for the global supply chain of solar panels, the report said.
In June, CBP banned imports of silica-based products made by Hoshine Silicon Industry Company as well as goods made using those products. The company is the world's largest producer of metallurgical-grade silicon, a key raw material used in solar panels, the news report said. At the time, The Washington Post reported that the ban could have "widespread impact" on the entire solar energy industry, which is dominated by Chinese suppliers who source materials from Hoshine.
"Almost the complete solar industry is affected by Hoshine," Johannes Bernreuter, a research analyst with expertise in the solar supply chain, told The Post.
When it announced the protective measure, CBP said it had information "reasonably indicating" that Hoshine's plants in China's Xinjiang region use forced labor, The New York Times reported. This finding triggered a ban under a U.S. law prohibiting the import of goods made by coerced workers.
CBP officials estimated that the United States has imported at least $150 million in products made with Hoshine materials over the last 2½ years, as well as more than $6 million of direct imports from the company.
Solar is currently the fastest-growing source of new electricity generation in the United States. The Biden administration hopes to boost the alternative energy from 3% of electricity generation to more than 40% by 2035. The administration has also set a goal of 100% of the U.S. electricity to come from carbon-free sources by 2035, The Times reported. This can include alternative energy sources such as solar, wind or nuclear. Prior to this ban, Biden had hoped to meet this lofty goal by more than doubling the annual pace of solar installations nationwide and cutting the price of solar panels by more than half, the news report said.
Chinese companies currently dominate the global production of solar panels, so cutting off that supply could make it harder and/or more costly to grow the solar industry domestically. Some industry leaders have voiced concern that further implementation of the ban could slow the construction of new solar-energy projects throughout the country.
The ban also "brings to the fore the tension between the [Biden] administration's human rights agenda and its efforts to address the climate crisis," The Washington Post reported.
Homeland Security Secretary Alejandro Mayorkas, who oversees CBP, has said the administration remains committed to renewable energy but that it will not tolerate human rights abuses. Mark Widmar, chief executive of First Solar, told The Post that CBP enforcement actions have "had a real significant disruption to a lot of planned projects and their ability to complete them this year. The House Ways and Means Committee released details of a proposed $3.5 trillion federal budget package that includes extending the solar Investment Tax Credit (ITC) for 10 years at 30%.
A domestic content clause could boost tax credits for solar projects to 40%. A revived production tax credit (PTC) for solar as well as an ITC for energy storage projects also were included in the package’s draft language.
If passed later this year, the bill as currently drafted would extend the full ITC for 10 years before phasing it down between 2032 and 2033. (Read the bill’s clean energy provisions.)
The proposal set a 6% base credit rate which all qualifying projects may receive. For a project to receive the full 30% credit, conditions pertaining to prevailing wages and apprenticeships must be met.
In addition, all projects that start construction before a qualifying date or that have a maximum net output of less than 1 MW could claim the bonus rate and also would be exempt from the other requirements. That provision could boost both residential and commercial and industrial solar.
An additional 10% bonus credit rate also could flow to projects that use at least 55% domestically manufactured content. All totaled, the ITC then could be valued at 40%.
Lawmakers who drafted the proposal included an additional bonus credit of 10% for projects located in low-income communities. They included an annual capacity limit of 1.8 GW for each year from 2022 through 2031 for projects sited in those communities.
PTC revival
The proposed language would revive and extend a full solar production tax credit (PTC) through 2031, before phasing down to 80% in 2032 and 60% in 2033. The PTC would pay a base credit rate of $0.005 for each kilowatt-hour of energy produced. A bonus rate of $0.025/kWh would be paid to projects that meet prevailing wage and apprenticeship conditions.
The proposed bill also includes a tax credit for energy storage projects. Batteries or other storage technologies with a minimum capacity of 5 kWh could claim a base credit rate of 6%. As with the other provisions, the rate could increase to 30% if prevailing wage and apprenticeship requirements are met.
Push to passage
The proposals are part of a spending package that the Democrat-controlled Congress is aiming to pass before the end of the year. The bill is being advanced under what is known as “budget reconciliation,” a tool that would allow the bill to pass the Senate with a simple majority vote.
That is no sure thing, however. More than a few defections among House Democrats could scuttle the bill in that chamber. The margin for victory appears narrower in the Senate where all 50 Democrats need to be on board. Senators Joe Manchin (D-WV) and Krysten Sinema (D-AZ) have expressed reservations about the size of the budget bill and how it would be paid for in the coming years.

Mulig jeg har gått glipp av noe. Hvor leser du at det kun gis støtte til bygging av solkraftverk med paneler importert fra Kina? Sist jeg sjekket var det importforbud for enkelte Kinesiske paneler.
Det står jo gjengitt i teksten fra Al Capone her. Det gis skattelette på investeringer i prosjekter. Ingenting for produsenter av råvarene.
Paneler blir jo importert i stor skala fra Kina i dag. Så det vil jo fortsette om de ikke stimulerer til å produsere hjemme. Det står at det kan gis en liten bonus for de som bruker 55% av USA produsert utstyr i prosjektene sine...

Du kan prøve å vinkle dette som du vil, men det du sier er bare tull. Du gir støtte til sluttproduktet ikke til innsatsfaktorer. Hva er vitsen med å gi støtte til polysilicon eller wafere hvis ingen bygger ut solparker. Da blir du bare sittende igjen med et fjell med polysilicon eller wafere som ingen bruker til noe.
Det blir det samme som med biler. Du gir støtte til kjøp av elektriske biler, ikke til batteriproduksjon. Kjøp av bil drar med seg batteriproduksjon automatisk.
Støtte til solparker vil føre til mere bygging av solparker som igjen øker etterspørselen etter paneler, wafere og polysilicon. Og så antar du at hele økningen i etterspørselen skal gå til Kina fordi mesteparten kommer derfra idag. Du antar at ingen i vesten vil foreta seg noe og prøve å ta sin del av dette milliardmarkedet. Det er bare tull.

Hovedgrunnen til denne støtte pakken og med skatte fordeler er nemlig å støtte made in USA.
1-Biden har sagt hele tiden de vil skape mange mange godt betalte jobber innen grønn energi.
2-De vil ta igjen forspranget/makten fra China.
3- De vil støtte og bygge eget innenlands kjede.
Så spørsmålet er om de støtter varer som blir produsert i China/andre plasser hva har USA tjent på det?
De skal ikke bare åpne igjen de som har blitt stengt men eskalere de i stort tempo for å klare å ta makten igjen. Og det er derfor de har kommet med slik ordning.
